Sir
According to the provisions of the Franco Indian treaty of cession, 1956. your grand father and father (if major)on 16.8.1962 and born in Pondicherry

Madam. Municipal office in India is under Indian local administration. So the marriage certificate issued by this officie is a foreign dcoument to French administration. It should be at first legalised by the concerned Home department and then apostilled by the Branch office in an Indian State or at New Delhi Branch office of Indian foreign Ministry, Afterwards it should be translated. For translation purpose you can contact me. My cell No. 9843648646. Yours sincerely

Madam
Your marriage is a mixed marriage ie. a french man marrying a foreign woman. Here is the procedure for the transcription of your marriage to be celebrated in Tamil Nadu, Kerala (India).
At the first stage, the application for certificate of fitness (certificat de capacite de marriage) shall be filed in the CGF at Pondicherry by enclosing the neessary documents which include the marriage certificate of the parents. In the absence of this document, an affidavit or declaration sur l'honneur is permitted. In this document, the parents shall state their names, filiation or parents' names, their date and place of birth and finally the date and place of marriage.
It is better to begin the affidavit by stating the names of the spouses for whom it is made.
Before the delivery of fitness certificate, the future spouses undergo a consular enquiry to find out whether it is a real or paper marriage.
In the second stage, the application for transcription of marriage is filed in the CGF at Pondicherry by enclosing a copy of fitness certificate and the original certificate of marriage duly attested and apostilled and then translated if need be.
The transcription process of the marriage will take about thee months time. After transcription the french husband will be given the marriage extracts and Livret de famille.
With regards.
