Seminar on Port Levies and Seafarers' Welfare
ISWAN is holding a seminar on Port Levies and Sustainable Welfare for Seafarers on Tuesday 21 May 2013 in London
Seminar aims
The Maritime Labour Convention (MLC, 2006) recognises that 'Every seafarer has the right to health protection, medical care, welfare measures and other forms of social protection (Article IV). Inclusion of welfare services and facilities in the MLC, 2006, in force from August 2013, indicates recognition of the importance of welfare for seafarers having decent working and living conditions.
This seminar presents findings into port levies from ISWAN commissioned research: Port levies and sustainable welfare for seafarers. Port levies provide a mechanism to support sustainable welfare services, helping countries to meet provisions in the MLC, 2006. These levies have been shown to work in ports in countries with diverse political, economic and cultural backgrounds, such as the Port of Kandla in India, Bremerhaven in Germany and Tees & Hartlepool in the UK. The seminar provides an opportunity to share learning on implementing port levies, to address some of the challenges to implementation, and to discuss some of the collaborative solutions that have been found to address these challenges.
