In this capacity VFS GLOBAL is responsible for scheduling of appointments for submitting visa applications at the Consulate General, collecting the processed passports from the Consulate General of France in Pondicherry and returning the passport back to the applicant.

Mon neveux compte venir en France ave un visa touristique pour 3 semaines . J'ai fourni a cet effet un certificat d'hébergement et j'aimerais savoir quelles sont les condition s et les pièces à fournier afin qu'il puisse obtenir ce fameux visa pour 3 semaines

The present building, situated on Marine Street, was allocated to the French Consulate General in 1956. The history of this plot of land is not recent.

For a time, it was used as an extension of an old cemetery (cimetiere des Francais), as shown in the 1748 plan of Pondicherry. In 1751, it was the property of a certain Pierre Adrien Cognet; then, it was purchased by the Fulgence de Bury family, who, in 1777, owned a house with garden and outbuildings, as mentioned in the Papier Terrier de la ville blanche de Pondichery. In 1840, the French government bought the house and, in 1843, constructed a first floor.

For a long time, Bury's house was known as Hotel de l'Ordonnateur, and then, according to administrative modifications, as Hotel du Chef de Service Administratif (1840-43), Hotel de l'Ordonnateur (middle 19th c.-1879), Hotel du Directeur de l'Interieur (1879-1898); finally, after a normalization of the various services, as Secretariats Generaux (1898-1954). This function lasted longer. According to the Pondicherry plan of 1945-1954), the Secretariat was still there just before Merger, though according to certain sources, it was called Hotel particulier du Procureur general. Inside the building there were the Bureaux des Finances et du Secretariat as well as the residences of their directors.

French Consulate General is the only diplomatic mission in town. This colonial building has changed over the years, and yet managed to retain some of its original 18th century charm. The consulate is open to French citizens.

VFS GLOBAL is an outsource partner of the Consulate General of France in Pondicherry. In this capacity VFS GLOBAL is responsible for scheduling of appointments for submitting visa applications at the Consulate General, collecting the processed passports from the Consulate General of France in Pondicherry and returning the passport back to the applicant.

Note: There are circumstances where in, the Consulate General of France in Pondicherry will hand over the passport to the Applicants directly.

The current Consul General of France to Pondicherry and Chennai is Mr. Philippe JANVIER-KAMIYAMA and he succeeds Mr. Pierre FOURNIER. His long and illustrious career in the French Ministry of External Affairs begun in 1978, and his various postings have included Russia, Turkey, Finland, Senegal and Japan.

He has been awarded with several recognitions such as the "Chevalier de la Legion d'honneur", "Chevalier de l'Ordre national du Merite", the "Medaille d'honneur des Affaires etrangeres (argent)" and he has also been awarded with the "Chevalier de la Rose Blanche de Finlande".

Your Excellency,
Dear Ambassador,
Following the interview earlier, today on March 31st, 2017, with the agent officer of the Embassy of India (introduced himself as Mister Jean-Pierre).

I have taken careful note that the Government of India has prescribed imposition of penalty on a graded scale for passport surrender and renunciation Indian nationality.
The Indian Citizenship Act, 1955 does not allow dual citizenship. Holding an Indian passport / acquiring an Indian passport / travelling on an Indian passport after acquisition of foreign citizenship constitutes an offence under the Indian Passport Act, 1967, and attracts penalties.
Under the Indian law, persons of Indian origin who have acquired foreign nationality are required to surrender their Indian passports to the nearest Indian Mission/Post immediately after acquisition of foreign citizenship.
As far as I am concerned I was never in possession of an Indian passport – I was born in India in 12th October 1968 and obtained French nationality by my mother filiation (whose father was a soldier for the French military in 1925 in Pondicherry - former French Colony in India).
The officer in the Indian Embassy wants to submit me to a penalty before providing me with a Sworn Affidavit as I am in the incapacity to prove him an Indian passport or a statement declaration of the Indian nationality which I have never had.
No declaration regarding a possible Indian nationality were mentioned as per attached certificates.
I have obtained a French Nationality certificate in 08th July 1996 to work into the public service in the French administration.
I was only born in India and my birth certificate was instructed by the Embassy of France in India.
For your information, copy of my passport made obsolete awaiting renewal.
if you have to take into account the date of issuance of my French certificate (08th July 1996) or my mother French Nationality Certificate issued on 1974, 11th July.
I am not submitted to any penalty as follows :
1/ Applicants would be required to apply for Surrender and Renunciation if they are holding an Indian passport : NOT APPLIED TO MY STATUS (The only passport which I had is French)
- Deemed Surrender Certificate: Obtained Foreign Citizenship before 2001 : NOT APPLIED TO MY STATUS (French nationality since I was born).
- Deemed Renunciation Declaration: Obtained Foreign Citizenship after 01 June 2010 : NOT APPLIED TO MY STATUS (I have only the French Nationality).
Penalty fee schedule (in €) with effect from 11 October 2012 is given below as per your case. Note that the table is exclusive of Embassy fees and VFS service charges.
According my status, I am not submitted to any penalty as follows
According to texts below, I am submitted to no penalty and the sworn affidavit should be validated by the Officer in the Indian Embassy as a French national applicant, only born in India and having never had Indian passport

if I allow to write you is about the list of documents required for a tourist visa.
Sorry for my very bad English, my native tongue is Tamil end French.
I contacted the consular service of Pondicherry in India – which they suggested me to contact the Embassy of India because my situation is not applicable to the documents requested.
Actually, I cannot understand the “Sworn affidavit” to be paid and provide for a tourist visa to Indian Embassy in France.

This document is expensive and not applied to my position.

I am an Indian origin (born in 12/10/1968 at Pondicherry – South India) and obtained the French nationality by my parents by filiation, I have the French certificate delivered by the Court of PARIS as well as the French ID card.

The services departments of Indian visa require one of these documents:
The applicants of Indian origin (been born in India) having had another nationality in the birth (example : applicant born in Pondicherry having been recognized as French from the birth) have to supply one of the two documents below at the time of the deposit of their visa applications:


1/ Copy of my first passport (provided in India) : I arrived in France with the family repatriation, the children are registered on the parents passport and thus I have any private passport when I arrived in France – anyway any former passport has to be remitted to French Services when it has to renew at Prefecture.
2/ Certificate of Nationality delivered in in France specifying the obtaining of their current nationality by filiation and indicating an address of residence in India : The court in France established me a French certificate, I have no address because I do not live in India and do not have no family, neither relatives in Pondicherry.
We have booked hotels for our trip in May 2017.

3/ The Sworn Affidavit is a service to be paid.

I would request your assistance to help me and bring an answer.
You will find the documents of my grandfather established in 1925 further to the decree of 1880 signed in Pondicherry.
And My French certificate of nationality in 24th November 1995 et le 08 July 1996, established in Paris.
