Consulate-General of Egypt in Dubai

I’m Egyptian passport holder working overseas. My old passport will expire February 2014. I will be grateful if you inform me whether it is possible to issue an Egyptian Identification card (for the first time not renewal and I have the computer issued birth certificate) or not for non UAE residents and the time the system will be available in the UAE.

after two weeks trying to contact any one over the consulate however no any responds even by misstake, than I can tell NO EGYPTIAN CONSULATE IN UAE.
