Transit Visa to Dominica - Niger citizen

I am a Nigerien citizen traveling to Dominica.

I would like to know if a visa will be required to stay in Dominica for two days before pursuing my travels to Haiti and then possibly Cuba.

If so, what would be the procedure for a short stay visa to Dominica? Will it be possible to get a visa upon arrival? And what is the visa entree fee for foreigners?
