I would like to complete my graduate degree in Cuba (preferable at University of Havana); may I receive the information I need to apply for admission? What graduate programs in English are avaliable? And may I receive information of the naturalization process?

The Cuban Mission in DC in NOT a full-fledged Embassy - so I'm not surprised you guys are having problems. You need to remember that the US and Cuba do NOT have full diplomatic relations and therefore I would try the actual embassies in Ottawa (Canada) or Mexico City since they actually have full staffs there. Hopefully they would be able to help with more difficult issues...Don't push the fact that you are either a resident of or a US citizen, since they would just refer you back to the lousy DC mission. At least, that is what I am going to do. Good luck!
I do not understand how the Cuban embassy gets any work done. Their phone is always busy, and when it finally gets through the phone will ring forever and no one will answer. I dialed zero for an operator and I spent an entire hour listening to the phone ring, NOBODY answered! Horrible customer service! Just the worst to get any help from them.
