Hello - I am a resident since 3 years outside Syria. Currently residing in Turkey went to the Cuban embassy in Turkey to get a Visa. Asked me to submit the request in Syria with the knowledge that I can not travel to Syria because of the current crisis. Could not send the passport by post office because stop functioning. Addition to the issuance of a decision of the President should be the advent of person to submit himself to any document or request. What should I do now. Thank you
