You may contact consulate of Croatia in Manila via email or you may call them. Then, they will response according to your needs. Regarding Legal Capacity to Contract Marriage you may contact Embassy of Croatia in Jakarta Indonesia (jakarta@mvep.hr). We are currently processing our requirements regarding this. But still he didn't do any of his due to work related.
