I am an Ethiopian national residing in Kenya willing to access a tourist Visa from the Costa Rican Embassy.
However the process you outlined in your web page does not clearly state the process to get the Visa.

We are from Cameroon and we wish to get visa to participate at the UNITED NATION and FRIENDSHIP AMBASSADOR FOUNDATION training MELLENIUM DEVELOPMENT LEADERSHIP PROGRAM AT THE UNIVERSITY OF PEACE SAN JOSE
IN COSTA RICA.
Sir/Madam,its a matter of urgency,since we need to obtain transit visas into the United States of America after obtaining the Costa Rica Visas.
We will be very grateful if we can get this information asap.
