Can we apply for residence through an attorney in Costa Rica or do we have to proceed through you?

Please provide me with information regarding taking a vehicle to Costa Rica when I retire. What make and models and year are allowed to enter Costa Rica and what is the range for the tax that is charged. Also,
is there a limit for household goods to be brought in, such as weight limitations.
i would like to know if I can get refereed to any attorney that can help me get My passport I have been in the united states since 1968 the documents that the Consulate say I need I have but they want me to bring 3 people to say the know I was born in Costa rica they are dead. So I can not replace my passport can some help me.

My bank has asked me to prove my source of income to be not laundered. This would be a contract of sale for my house. If I get the apostile seal from the Secretary of State, do I still need to have it stamped by the consulate?
