I am a U.S. citizen, but now live in Tampico, Mexico, and now I have my FM2. Can I get my visa in Mexico City or do I have to go thru the U.S.

I have a ticket to leave for China via Los Angeles on the 27th of May. How can I best get a visa within the two weeks I have left? Can I do it by Express Mail, or must I come to Mexico City? Is there anyone in Guadalajara who can help me?
