If you're planning on going, the Chinese Consulate in Cebu has moved. I don't know the exact address but it's close to Ayala now.

Enquiring about a Visa from Cebu City
Dear Consulate General

I am a South African citizen currently touring the Philippines. I currently live here in Cebu City. If I want to make a short visit to China (maximum of one month)can I apply for a visa at your offices in Cebu City? If yes, what would be the estimated cost.
