Visa rules and regulations for an appointment

We the Canadian Ambassador in Afghanistan have received a signal from our immigration office in Canada of your package containing a processed visa entry clearance approval certificate and as well as all other relevant documents needed for your working visa from our immigration office in Ottawa, we have also understand that you have been given the directive of how your documents will get to us here at the embassy for your visa stamping remakes.

Note that you have to follow the instruction of the office so that your document can arrive here at the embassy for the stamping of your working visa to Canada.

Finally, be informed that your working visa has to be approved from Canadian immigration headquatar Ottawa before they will sent all your travelling visa documents to Canadian Embassy here in Afghanistan for your visa stamping appointment date with us,and with out your documents been approved from immigration office Canada and sent to us here at the embassy you have no right to visite our office.

You have to contact the INTERNATIONAL LABOUR OFFICE IMMEDIATELY for needed approval certificate to enabel the immigration office in sending of your complete documents here in our office, and after that they will proceed with other necessary action regarding the sending of your documents to us then we have to invite you here for your visa stamping and colecting of your travelling documents to Canada.


CAUTION:
Please kindly note that without the documents been send to us by the immigration office in Canada you are not invited here at the embassy you are not required to call us or even communicate with us or even be seen any where around the embassy premises but you can only write mail to us through our email address for us to clarify you, If you do,consider your visa documents cancelled.

Furthermore, you don't have to delay to contact the Labour Office to obtain your APPROVAL LABOUR CERTIFICATE immediately TO ENABLE THE CANADIAN IMMIGRATION HEADQUARTER APPROVE YOUR WORKING VISA.

All applicants who have been given an appointment, should endeavour without fail to arrive at the Embassy's new premises at least 15 minutes before their given time, lateness is not an excuse, if you are late, you will be sent away, due to the high volumes of appointments made, excuses will fall on deaf ears.

ATTENTION ALL HUMAN RIGHTS DEFENDERS AND REAL HUMAN RIGHTS ORGANIZATIONS
The last 30 years was the decades of war terror but also freedoms.
When the Afghan Russia war started and then it was ended it brought lucks for some nations and brought unluckiness for some nations specially Afghans. When the ruling of former Russian government was over, then it was the time for freedom of middle Asian countries to get free automatically, and it was because the Afghans were the only reason for the Russian defeat.
Although we can say that the Afghanistan stood as a wall in front of Russians and banned their progress toward Pakistan and India and gulf waters.
The world including America and Europe and Arabic countries supported Afghan militants against the Russian typed regime in Kabul and they fought and killed thousands of Russian soldiers but also killed themselves also.
The More benefits went to Pakistan and Iran, Pakistan military government started to cut the funds of so-called jihad which was coming from NATO pact and other countries and it (Pakistan) built its country, the military system and finished its Atomic program.
Not only this but Pakistan organized and built its own militias and established terrorist training camps from the beginning of the war in Afghanistan.
Iran allowed Shiiats to establish their offices in Iran freely and trained them during the time of War in Afghanistan.
Thousands of Afghans were killed by Russians, and some of them Puppet regime in Kabul and some of them travelling to Iran and Pakistan along the way to these countries by smugglers.
But no one in the World has given a value to their names, bloods and their opinions they are forgotten and no one took their names including Afghans themselves.
It was the eras of terror, cruelties, massacre, and ruling of war lords and criminals again and again and repeating yet.
No one said sorry for all these fallen bloods.
What was the reaction of the World and human rights organizations to these all incidences just nothing, only speeches and declarations?
Hundreds of Afghans who raised their voices against Pakistan and Iran interference in country also were killed by the Pakistani and Iran intelligence services inside these countries, but no one did anything and there were no human rights to say something.
Refugees to the western countries were mostly based on false information because again the criminals and war lords and the members of the Regime were mostly welcomed by these refugee cases than real political activist who were against these regimes.
The rules and laws of refugee still are mainly supporting the same people, and most number war lords who have been involved with killings, and crimes including their family members refuged to western countries and transferred their money to safer places.
If we have a look now at the structure of the Afghan government , it is consisted of criminals , war lords , and those who were escaped the country during war time to the western countries and Europe and they had nothing to do there except remaining in the ( special houses for aged ) or working in pump stations or gardens , but Mr Karzai catch them and brought them to make a dark mixture of a corrupt and criminal ruling government and to fill their packet and resend them again to build more hotels in USA and Europe.
Unfortunately the head of the every important governmental and private sector organization are the one who is listed and proved killers, criminals or have close relationship with war lords or last 30 years ruling criminals.
They seize the money which has been allocated for the reconstruction of the country directly and indirectly, and they support the kidnapping bands they and their relatives stared private organizations and businesses not to serve the people but to seize to property and money of the people.
They have captured the lands and distributed between their relatives and soled large number of the country lands and are collecting millions of dollars yet.
There is human rights no rules for them but if a very junior employee took from someone 1000 Afs he has been put in jail for two years.
And unlikely and hopelessly the World community and specially USA still provides financial support for this group of thieves who rules us.
On the other hand who are the oppositions, they are mainly spies of ISI and Iran and they do not have any national feeling mostly they are non-educated individuals who just been using by Pakistan and Iran intelligence services just to kill and create fear between people and it is based on the long term strategies of ISI, Iran and some other countries who are not directly involved but they provide indirect support to the militants.
The only victim in our country is the innocent people who; their houses have been destroyed, their children have been killed and wounded and their future has been sold out.
The one who stands to defend the right of the people and to uncover the cruelties of the both sides, the government and the Taliban and terrorists, he or she will be put in jails or be beheaded by the terrorists. No one supports him, no one provides for him or her any political refuge, no human rights agency gives him or her coverage and when he writes his/her case to the Embassies or governments who always raise the voice of defending human rights, he and she will be rejected soon.
Because an illiterate job seeker if make false case and apply for political refuge will be accepted soon by foreign countries and it is the fact and based on evidences.
Thousands of illiterate job seekers traveled to Western countries and USA from different part of the World and they have been accepted very soon as refugees but if you search less political activist have been accepted by these countries even if they were in a complete danger and even their family members have been killed or put in jail by both their government or opposition.

The question is not that what the world wants to do in here (Afghanistan) , but the issue is that how many Afghan people have been killed or still are being killed in this big game which its players are very experienced players like USA and its European allies ,former Russian federation , Saudi Arabia and other Arabic countries and finally and significantly Pakistan and Iran .
Pakistan and Iran are like wild dragons that have just surrounded Afghanistan and they still have not reached to their strategic goals which they have drawn for poor and unlucky Afghanistan.
Iran unfortunately was one of the two causes of the conflict and war in country even before the presence of NATO and ISAF and international community in Afghanistan and within the presence of the international forces and USA and NATO forces the Iran feels an unforeseen and invisible danger which thinks as threats to it. And from other side it has a strong hope by the powerful and active presence of the Shiiats in the structure of Afghan corrupt regime and it (Iran) has drawn a nice plan of having wide and strong role in the future regimes of Afghanistan by having its spies and those Shiiats , on whom it has sent lot of money to bring them in political and economic systems of the Afghanistan .
And unfortunately the Iranian fundamental Shiiat regime still thinks to export the so-called shiiat revolution to another Islamic country especially Afghanistan, in which Iran has got more successes in the past and present years due to internal fighting and wrong policies of Karzai’s regime.
Iran and Pakistan are playing still very awful and funny game but bravely, because they know that the international community including NATO were failed to bring peace and build the country.
Afghan government is like a patient who has chronic disease and is a load on the shoulders of the USA and its western allies, whom you treat and give medicines but since it has chronic disease so, we can see no effect of medicines and therefore everybody can make it hurt and wound it easily.
In a government that its employees from the very low level up to the top level (ministers and Mr.Karzai’s advisors), think only how to fill their packets and how to build the future of their relatives, any expectation from this kind of a regime means foolishness, which the international community and USA are in.
The Taliban and ISI and Iran spies have warned the people not to work for the government and also for the foreign organizations if not they will be killed and they proved that they really are terrorists and the pure spies of these countries and whoever they are working for.
Therefore generally more than approximately 30000000 people of the country are ruled and are being held prisoners and slaves only by 1% of the total population who are so-called opposition but in fact terrorists and also the War lords and corrupted criminals who are in the structure of the Karzai’s government .
If we look at the structure of the Afghan government the higher and senior level individuals are former criminals and war lords and their family members.
And according to my information in the last three years their family members do not live in the country and have left the country for western countries and also they have transferred their money to foreign banks.
A very obvious evidence we can give is the case of Kabul bank, the money which people were collected in this bank was taken out by Karzai’s, Fahim’s ,Khalili’s, Dostam’s and many other individuals from government members and also so-called Parliamentarians who themselves are again somehow related to war lords or have past criminal records .But who beard the risk of it? It was the people again because the big thief Karzai ordered the national bank of Afghanistan to refill the space of that money (more than
(450,000,000) USD) , which was seized and taken out by these governmental criminals and their relatives.
According to my survey there are still thousands of malnourished children in the hospitals even in capital Kabul, who their parents do not have enough food to feed their malnourished children, and at the same time (450,000,000) million dollars have been given to Kabul Bank to fulfill the space of seized money which was stolen by Karzai’s criminal business partners .
And as an awful fact we can say that no one from outside or inside the country including Afghans or international community took action and no voice raised, really we are very un-lucky people.
And from other side, hundreds of innocent and oppressed Afghans have been killed by American Gangsters and Bandits who have come here to help the Afghan people and prevent them from the damages of terrorists.
Iranian wild soldiers killed many Afghans who wanted to enter the Iran borders and to go there for work and no one asked why?
From 1987, till now (1st-December-2011) millions of Afghans have been killed by no reason, and by unwanted wars from inside or outside but still no one took the responsibility of all these killings, massacres and cruelties. Even a month before Pakistani forces fired hundreds of missiles on one of eastern provinces ( Konar ) , but Pakistani government itself announced that they have not fired the rockets .
They (Iran and Pakistan), still have not been satisfied from all present and past massacre and cruelties which has been brought in action on Afghans by them directly or their spies.
My experience shows that unfortunately Afghans are too weak in unifying between themselves and also did not learn any lesson from their past history and history in here is repeating and repeating.
We fought in the past with British Empire and some of us were friend with them, then we fought Russians and some of us were their allies, we fought Pakistani army and some of were their spies.
But now again some of us through direct order and command of ISI and Iran ( spah Pasdaran) , are fighting against Government forces and ISAF,NATO allies .
Some of us jointly with foreigners seizing the money which are allocated for the reconstruction of Afghanistan.
Some of us are busy deeply in collecting money through getting black money bribes from our own people in the governmental departments.
Some of us wisely captures and sales the lands and then becomes billionaire in a short time.
And finally some of us steal and seize jointly with foreigners the money from projects, contracts, purchases.
But then everyone asks why there is no clear and obvious improvement, development and changes in the infrastructures or life of the people?
And do not you think it is a stupid question? Because every one of us know the answer.

The brothers, sons and family members of the Afghan government, ministers, governors, members of parliament and all senior employees have gained millions of dollars including war lords. For example:
Son of Mr. Rahim Wardak the defense minister owns a private security company and have gained millions of dollars.
Brothers of Mr.Qasim Fahim also have a private security company and his other brother seized 70 million dollars of Kabul Bank.
Mahommod Karzai has gained millions of dollars and has free share in many companies and has partnership with land seizers and Mafia also he has seized 20 million dollars of Kabul Bank.
Mr.Qayoom Karzai owns the TI construction company and has got construction projects from US Corps and has gained millions of dollars
Mr.Khalili’s brother sold governmental lands on people and has gained millions of dollars
Mr.Muhaqiq seized thousands of jeribs of land in Mazar-Sharif and sold on people and has gained millions of dollars
Mr.Sherzai the governor of Nangarhar has got many projects for his own construction companies and has gained millions of dollars
Mr.Anwari the former governor of Herat province gained millions of dollars from receiving black payment bribes and selling thousands hecares of people and governmental lands on Hazara people and has gained millions of dollars
Mr.Atta Mohammad the governor of Mazar-Sharif also has got millions of dollars by selling the lands on people and through projects he has got for his construction companies.
Mr.Zarar Moqbil who has remained as ministr of interior and now the minister of Drugs has got millions of dollars and has built too many buildings and has direct relation with bandits and gangster in Kabul and Charikar
Using of Alcohol is a common habit between these criminals, it has to be mentioned that most of these governmental authorities and their relatives also are involved in kidnapping, stealing, raping, and violence, killing and seizing private and public properties.
Each of them when become minister, or governor or member of parliament and or in any other governmental organization or chief of police , you can see a rapid change in their lives like suddenly they start construction of big buildings, buying expensive cars and sending their close family members to abroad to live .
This is the government that the USA and its western and European allies hopes that it will bring change and rehabilitate and reconstruct the country and fight corruption it is really funny and an extra-ordinary hope and useless demand.
The human rights office is headed by a woman belonging to Hazara minority, and we have not seen any clear achievement or we have never heard any voice from this organization against violence because she has close relationship with Hazara criminal war lords.
The fact is that each ministry in Afghan government seems to be a private house of the minister than a governmental building, when you enter in a ministry you will know at the gate, where is the minister from, without asking someone, because most employees are from the same province which minister belongs to. And or at least you will see all senior staff are friends or relatives of the top of the department if it is a ministry, provincial government office or any other office.
But who is really defends from the right of poor and ones who their lives are in real danger. Where the human rights organizations are and where the human rights defenders are, these are just names and nothing more.

افغانستان در حلقه محاصره منافع زور گویان داخلی و کشور های همسایه

با استناد به تمام مدارک اسناد و شواهد عینی که در مورد بحران افغانستان توسط تحلیل گران خارجی و داخلی به رشته تحریر در آورده شده و یا تهیه شده لازم میدانم مکررا به بیان بعضی از حقایق تلخ و باز دارنده ایجاد , تحکیم و پیشرفت پدیده های بنیادی چون امنیت , باز سازی , اصلاح اداره و انکشاف نهاد های اجتماعی , مبادرت ورزم .
ایجاد اداره موقت و انتقالی و بالاخره انتخابات نام نهاد که متاسفانه یک ترکیب و پلان طرح شده در خارج کشور و در کشور آلمان بود و چون ادارات کمونیستی و طالبان که ریشه آن با پلان ها و استراتیژی های خارجی پیوند داشتند این اداره از شروع تا به حال متاسفانه قادر به بوجود آوردن هیچ نوع انکشاف در عرصه های که قبلا از آن ها تذکر به عمل امد نشده است .
مصلحت ها , روابط گروهی , قومی و فامیلی بر علاوه این که تاثیر گذار بر ادارت دولتی می باشند حتی با تاسف بر پارلمان به اصطلاح منتخب نیز حاکم می باشد . شخص رییس جمهور با پالیسی های غیر منطقی و مصلحت گرانه خویش هیچ قدمی به سوی رفاه عامه نه بر داشته است .اقدامات شخص رییس جمهور منشا می گیرد از پیروی از فرامین و پالیسی های امریکا و متحدانش و هم در داخل از مشاورین بی دانش و کم تجربه و یا اشخاصی که به جنایات جنگی علیه هم وطنان مظلوم شان متهم هستند .
جناب رییس جمهور متاسفانه از نتایج پالیسی ها و اقدامات غلط و نا درست خود و گماشتگانش در مدت ده سال هیچ پند و تجربه نگرفته بلکه با دیده درآیی و جرات تام به دفاع از اجراات خود , گماشتگانش و ادارات فاسد و بی کفایت خویش می پردازد.
با تاسف باید گفت افغانستان در سی سال گذشته قربانی رقابت های اتحاد جماهیر شوروی سابق و امریکا گردید و در جریان جنگ و تجاوز روسها بر علاوه میدان رقابت دو ابر قدرت , قربانی پالیسی های تجاوزگرانه همسایه های خود نیز گردید. چون در مورد تاریخ ووقایع گذشته صد ها کتاب به نشر رسیده که لازم نمیدانم به تکرار آن بپردازم ولی به هم وطنان خود حتما این توصیه را می نمایم تا این آثار را مطالعه نمایند .
هر گاه ما به تاریخ بشریت در عصر های مختلف نظر بیاندازیم به این نتیجه می رسیم که هر طرح و پالیسی که با ساختار های اجتماعی و منافع ملی در مخالفت بوده و نظر پرسی و اشتراک عوام در آن در نظر گرفته نشده باشد پایدار نبوده و سست بنیاد خواهد بود . باز هم می توان به عنوان مثال از حکومت کمونیستی و اجیر , اداره انارشیستی و فاسد به اصطلاح مجاهدین , اداره اجیر طالبان و بالاخره اداره فاسد فعلی با جرات نام گرفت .
مداخلات آشکار و غیر آشکار بی شرمانه هم سایه ها در طول سالهای جنگ سال های اخیر مهم ترین عامل جنگهای داخلی و مشکلات سییاسی در کشور جنگ زده ما محسوب می گردد.
البته این همه مشکلات و چالش های داخلی و خارجی را نمی توان تنها با اقدامات نظامی قوای خارجی , مشوره های غلط و عراق مآبانه امریکا و موجودیت ادارات خود کامه , بی کفایت و تا گلو غرق در فساد , حل کرد .
از ایجاد اداره فعلی تا کنون که این دولت مشترکا با ادارات بین المللی جون بانک جهانی , اداره انکشافی امریکا , ملل متحد , بانک انکشاف آسیایی و صد ها موسسات دیگر کمک دهنده و کشور های بزرگ , در تطبیق پلان های انکشافی در عرصه های مختلف چون صحت , تعلیم و تربیه , اصلاحات اداری و موارد ساختمانی همچو اعمار تعمیرات و سرک ها , کار می نمایند تمام تحقیقات و سروی ها نشان می دهد که نتایج و دست آورد ها مطلقا غیر موثر می باشند و دلیل آن را می توان به صورت مجموعی طور ذیل تقسیم بندی کرد:

* ضعف دولت در تامین شفافیت , کنترول و نظارت و نداشتن افراد و اشخاص دارای مهارت مدیریت و یا منیجر های قوی در چوکات دولت
* بر گشت دو باره حد اعظم این موارد نقدی دو باره به مراجع اصلی آن نظر به ملاحظات و مقررات ناقص و غیر اصولی موسسات و دولت های کمک دهنده
* استناد بر معلومات های غیر واقعی , کاذب و خود ساخته در طرح پلان های ملی و حیاتی در عرصه های صحت , معارف و غیره موارد بنیادی
* قرار داد تطبیق پروژه ها به موسسات غیر دولتی که این موسسات نیز مبنی بر همان معلومات ناقص پروژه ها را عملی نموده و به استخدام افراد کم دانش و حتی بی سواد در پروژه ها پرداخته اند
* اختلاس , حق دهی و حق ستانی از پول های کمک شده توسط موسسات غیر دولتی خارجی و افغانی و شرکت های ساختمانی داخلی و خارجی
* طرح پروژه های غیر موثر و پر مصرف توسط موسسات کمک دهنده و قرار داد همچو پروژه ها با موسسات که خود با آنها در تماس بوده و یا از کشور خود شان باشد , جهت انتقال دو باره پول به کشور اصلی کمک دهنده
* آجرای پروژه های ساختمانی و سرک سازی به شکل ناقص و اختلاس پول ها توسط شرکت ها و موسسات و در آمد نتایج غیر مفید ازین نوع پروژه ها
* تطبیق ناقص بعضی پروژه های اصلاحات سیستم اداری ادارات دولتی و استخدام افراد بر اساس روابط به صفت تطبیق کننده این پروگرام ها در ادارات دولتی و مصرف شدن غیر موثر پول اختصاص داده شده به این منظور مانند پروسه پی آر آر
* ضایع نمودن مقادیر هنگفت پول های کمک شده به موسسات ملل محد توسط خود این موسسات
* عدم موجودیت هم آهنگی در تطبیق پروگرام های انکشافی و ملی در بین دولت و موسسات غیر دولتی ملی و بین المللی و دولت های کمک دهنده

بعد از رویکار آمدن رژیم کمونیستی و شروع جنگهای تحمیلی و تجاوز قشون سرخ شوروی سابق در کشور ما بر علاوه تخریب زیر بنا های مادی کشور زیر بنا های معنوی ما نیز تخریب گردید که البته بعصی از عوامل را طور ذیل می توان بیان کرد:
توظیف نمودن اشخاص بی کفایت , نا لایق در ادارات و موسسات غیر دولتی
حاکمیت روابط ( قومی , حزبی , گروهی و نژادی) بر ضوابط
توسعه جنگها و از بین رفتن تعمیرات
فرار عده زیادی از پرسونل مجرب ادارات
پایین آمدن سطح تعلیمی و حتی متقارب به صفر در تمام پوهنحی ها
تولید عده زیادی از افراد بیدانش و کم سواد ازپوهنحی های ما در سالیان متمادی
فرسوده شدن سیستم های موجوده اداری و قوانین کهنه
بعضی از حالات و مشکلات موجود می توانند به مرور زمان حل و فصل گردند , به طور مثال اعمار ساختمان ها , تهیه و تدارک وسایل و تجهیزات مختلف و هم چنان بهتر شدن حالت تدریسی در مراجع مختلف تعلیمی , که البته این خود ضرورت به یک اداره سالم و منجمنت درست و مبارزه قاطعانه و با جدیت تمام در مقابل فساد , اختلاس , خود کامگی , زور گویی , استفاده نا مشروع از منابع ملی , رشوه و گسستن زنجیر مافیایی فسادات اداری که از اثر مصلحت های بی جا و دلیل مقامات به شکل خطرناکی درآمده است , دارد.
از مدت 25 سال که جنگها در کشور ما تشدید یافته است تا امروز که ده سال از تاسیس حکومت به اصطلاح مردمی می گذرد و ملیارد ها دالر به منظور باز سازی و تامین امنیت در این کشور غریب و فقیر به مصرف رسیده است , متاسفانه وضع عمومی اجتماعی , اقتصادی , رفاهی , سیاسی و تعلیمی و درین اواخروضع امنیت نیز بد تر گردیده است .
البته باید گفت این یک حقیقت تلخی است که شاید اناتومی و فزیولوژی اجتماع ما طوری است که در مقابل بزرگترین متجاوزین تاریخ قد علم کرده و با نثار نمودن جان و خون انسان های این سرزمین به متجاوزین خارجی و مزدوران شان درس عبرت داده و به عقب نشینی و فرار وادار شان ساخته اند و در مقابل عده محدودی از خاینین ملی که در دوره های مختلف تاریخ کشور ما باعث عقب مانی و بوجود آمدن مشکلات جدی و نفاق ملی گردیده اند , خاموش بوده و از حق خویش دفاع کرده نتوانند و هم چنان علت های زیاد دیگری که که عمیقا به ساختار اجتماعی ما بسته بوده و تیاکرات های استفاده جو و خاین از آن به نفع تداوم قدرت نا مشروع خویش استفاده کرده اند.
کمبود و فقر دانش سیاسی و جهان بینی و عدم آشنایی با سیستم های موفق اداری و سیاسی جهان پیشرفته همراه با خود کامگی و خود رضایتی دولتمردان مغرور و کور فکر از یک جانب و فقر اقتصادی و ضعف دانش سیاسی مردم ما از جانب دیگر , عواملی اند که دستان ما را بسته اند , چه ملتی که کمتر از 10 فیصد آن دارای سواد متوسط باشند , چگونه می توانند با دولتمردان خاین و استفاده جویان رشوه خوار محاسبه نمایند و هم چنان در طول سالیان متمادی عرصه را بر افراد صادق , وطندوست , خدمت گذار و حتی مبارزین آرادیخواه ضیق ساخته و دست و پای شان را بسته که تا باشد به حاکمیت مستبد , خود کامه , جابرانه و غیر عادلانه خویش چند روز بیافزایند.
گر چه با بوجود آمدن اداره انتقالی شعار های اصلاح ادارات, سپردن کار به اهل آن تامین عدالت و امنیت , مبارزه با فساد اداری , جلو گیری از رشوه ستانی , اختلاس و از میان برداشتن حاکمیت روابط بر ضوابط , قوم سالاری , سلاح سالاری و گروه پرستی بر سر زبان های دولتمردان بی کفایت و عاطل در گردش بود و تا حالا بر همان عادت سابقه خویش دوام داده و درعیش و نشاط چنان غرق گشته اند عنقریب بر حاکمیت فساد شان گروه دیگری خاتمه خواهد بخشید .
موضوع درد آوری که در طول تاریخ ما از آن هیچ پندی نگرفته ایم آن روند حقایق وواقعیت های گذشته می باشد و هر گاه به تاریخ نکاهی بیاندازیم به این نتیجه می رسیم که افغان ها هیچ گاهی و در هیچ مقطعی از تاریخ به خواست خویش و آگاهانه هم آواز , متحد و تحت یک قومانده و اداره واحد یکجا نگردیده اند و هیچگاهی دارای اداره سالم آزاد و خدمتگذار نبوده اند.
تداوم خود کامگی , ظلم و بیعدالتی و فساد از یک جانب و بی سوادی و فقر فرهنگی و سیاسی از جانب دیگر از جمله عوامل خیلی مهی اند که باعث بروز مشکلات اجتماعی , سیاسی و جنگهای داخلی و اسباب غیر مستقیم جهت تجاوز بیگانگان بر کشور ما بوده است .
با نهایت تاسف این حقیقت تلخ را باید به صراحت گفت که جنگهای دوامدار و تحمیلی در کشور ما ویروس و یا مکروب خشونت را در نهاد زن و مرد و خورد و بزرگ , بی سواد و با سواد زرع نموده و سالها از نسلی به نسلی منتقل گشته است .
خشونت در کشور ما از سرحد لفظ و بیان گذشته و به سرحد وحشت رسیده است .البته باید گفت فقر اقتصادی و ضعف فرهنگی همراه با شناخت خیلی ضعیف از فرهنگ و پیروی از فرهنگ های نا شناخته و بالآخره سر در گمی در میان فرهنگ های مختلف , اسباب پذیرش خشونت در بین مردم ما می باشد , که بهترین مثال خشونت افکاری ناشی از محدودیت وسعت دانش و جهان بینی عبارت از احساس بزرگی و بر خورد حقارت آمیز با دیگران و داشتن خودبینی , که نمایندگی از یکنوع تکلیف روانی و دانش کاذب در افراد می نماید , می باشد .
این خشونت افکاری که بالآخره با دریافت وسایل به تدریج به خشونت فعلی می انجامد . و همین خشونت افکاری منشا تمام مشکلات اجتماعی , نفاق قومی , جنگهای داخلی و تجاوزات خارجی در طول تاریخ کشور ما بوده و می باشد.
و روحیه افغان ستیزی که عامل مهم برای مداخلات خارجی می باشد یا به اصطلاح خود ما نفاق نیز عوامل مختلف دارد ترکیب نا مانوس قومی و ملیتی که متاسفانه تاریخ آن را به ما هدیه داده است علت سببی نفاق در کشور ما است که کدام راه حل بالقوه نداشته بلکه راه های حل آن از نظر من پیروی از ارشادات و احکام الهی و ایجاد و انتشار مفکوره ارجعیت افغان بودن بر ملیت بودن می باشد .
و راه های حل بالقوه آن عبارت اند از:
ایجاد قوانین و معیارات اجراییوی و تطبیق این قوانین به شکل درست آن
ایجاد پروگرام های تربیوی در مورد پذیرش سیستم منجمنت مروج در تمام امور دولت و امور تعلیمی
تشکیل بورد های نظارتی بر اجراات ادرات دولتی و نهاد های خصوصی
تشکیل منجمنت سل ویا هسته منجمنت جهت کنترول بودجه های ملی و بین المللی و چگونگی مصرف این بودجه ها.
مشکلات و بی ثباتی سیاسی در کشور ما در طول سالهای جنگهای تحمیلی و مبارزه و جهاد مردم افغانستان بر علیه اشغالگران روسی و هم پیمانان شان و بعدا سالهای جنگهای داخلی و تشنج که البته هر دو حالت از اثر مداخلات خارجی و جهالت و خود فروشی بعضی از عوامل وطنفروش بوجود آمده بود فرصت خیلی مناسب و خوبی را به دشمنان تاریخی این مرز و بوم مهیا ساخت تا در تخریب بیشتر این کشور جنگزده که سالهای سال میدان تاخت و تاز و مسابقات زور مندان متجاوز و هنوز خستگی آن همه جنگ و تجاوز سبز چشمان انگریزی از تن ما و پدران ما رفع نشده و کشور ما هنوز راه را به سوی ترقی و انکشاف پیدا نکرده و نه پیموده بود و به زودی سبز چشمان متجاوز روسی دو باره با همکاری مزدوران وطنفروش خویش آن خواب راحت و غفلت ما را مطلقا نا بود ساختند و سالهای متمادی ما را به خاک و خون کشانیدند و قدرت های مخالف روسی ما را همچو لشکریان رضا کار در جهت شکستاندن رقیب خویش به کار بردند و دوستی کردند نه صادقانه ولی در همچو حالت که ما از هر طرف مورد تاخت و تاز تانکهای روسی قرار داشتیم همسایگان نا جوانمرد نیز بر زخم های ما نمک پاشیدند , گروه ایجاد نمودند , فرهنگ تعصبات قومی , لسانی , مذهبی را رشد داده و به پختگی رساندند تا ازین ادوخته ها در هر موقعی که دل شان خواست استفاده نمایند , که این حقیقت تلخ را ما از یک دهه بدین سو شاهد هستیم , این نا جوانمردان که چهره اصلی شان حالا بر همه هویدا گردیده است به ثبوت رسانیدند که واقعا دشمنان تاریخی این کشور و مردمان آن بوده و هستند هرگاه این حقایق را تحلیل نماییم به حقیقت بدون شک پی می بریم که آنچه در رساله تحت نام ( افغانستان در بیست سال گذشته و نقش همسایگان در تحولات این کشور) و آنچه دولتمردان پاکستانی در مورد افغانستان بیان داشته اند واقعیت بوده و نقاب از چهره این آتش افروزان تحت نام همسایه بر می دارد .
این همسایگان و در حقیقت دشمنان این سرزمین آنقدر عمیق در رگ رگ نهاد های اجتماعی و سیاسی ما ریشه دوانیده اند که هر تصمیم در مرکز استخبارات شان در مورد ما اتخاذ گردد هر زمانی که بخواهند به بسیار آسانی آن را می توانند توسط همین عمال شان عملی سازند .
عدم پختگی سیاسی رهبران , دولتمردان و مراجع تصمیم گیری , فساد روز افزون اداری , فقر اقتصادی و فرهنگی , موجودیت جنایتکاران و با تاسف دزدان و بد ماشان شناخته شده در راس ادارات دولتی , خود کامگی و زور گویی در ارگانهای مختلف دولتی به صورت مجموع و به صورت اخص در اداراتی همچو پولیس , اردو , خارنوالی , ترافیک , محاکم , عدم رسیدگی به شکایات مظلومین و باز پرس از ظالمان زور گوی و بد ماشان سلاح بدست , بر خورد غیر اسلامی , غیر اخلاقی و حتی غیر انسانی اکثریت کارمندان ادارات دولتی و حتی سکتور های خصوصی با مردم , رشوه خواری و اختلاس دارایی های ملی توسط افراد دزد و خاین که پوست های دولتی ایفای وظیفه می نمایند , خالی نمودن جیب های مردم توسط بعضی چپاولگران تحت نام های مختلف شرکت های خصوصی که خدمات خیلی ناقص و غیر مسولانه را بدون کدام جوابدهی به شکایات مردم ارایه میدهند مانند سیستم های ناقص ارتباطات مبایل تلفونی , ملوث شدن سیستم های اصلاحات که جهت اصلاح ادارات عملی می گردند با فساد و رشوه و اتخاذ همچو تصامیم مهم توسط دو الی سه نفر نظر به دل خواه خود شان به طور مثال پی آر آر یا اصلاحات اداری که به ( کمیسیون غیر مستقل ارتباطات و فسادات اداری ) مشهور شده است , می توان نام گرفت .
بی کفایتی و مصروفیت مقامات در عیش و نوش و چور و چپاول و پر سازی جیب های شان همراه با مشاوران خارجی بی تجربه و حتی بیدانش شان آنها را از درک مسایل و حقایق تلخ اقتصادی طبیعی و غیر طبیعی عاجز ساخته و با اظهار بیانیه های پر طمطراق خویش فکر می کنند همه مکشلات مردم درک کرده و رفع کرده اند و با مسایل به جای منطق , اصول و ریشه آن و یافتن راه های معقول و اصولی جهت حل آن , با نهایت کوتاه فکری , احساساتی و غیر خردمندانه عمل می نمایند .
هر گاه با تعقل به موضوع نگاهی بیاندازیم می بینیم که گراف عمومی امنیتی , انکشافی و هم چنان رضایت مردم نظر به ده سال گذشته شدیدا سیر نزولی را می پیماید ولی چرا؟
زیرا در شروع و تاسیس این اداره و با ترکیب خیلی نا متجانس مردم چه خورد وچه بزرگ و چه بی سواد و چه با سواد با خوش بینی تام و با اخلاص تمام و با این امیدواری که گو یا حکومت دلخواه و مورد نظر شان تشکیل گردید و حالا مرهم به آلام شان گذاشته و بنیاد ظلم, بیعدالتی حق تلفی , خود کامگی , زور گویی , قوم پرستی , سمت پرستی و بلاخره فساد و رشوه گسیسته و از بین خواهد رفت توجه تام به رفاه عامه خواهد گردید ولی دست آورد این رژیم جدید چه بود , شعار های میان تهی, تقویت , استخدام و تقرر اشخاص و افراد متهم به جنایات جنگی و تمام افراد مربوط به آنها در تمام پوست های دولتی مرکز وولایات و مورد بخشش و تقدیر قرار دادن اینها با وجودی که هر کدام این اشخاص و افراد از مدارک مختلف سو استفاده , سرمایه های هنگفتی به خود , فامیل های خود و حتی دوستان و اقارب خویش اندوخته اند , و هم چنان حمایت از ظالمان و ستمگران توسط همین زور مندان غاصب , و بالاخره حمایت و دفاع از کار کرد این اداره فاسد و بی کفایت توسط جناب کرزی مردم را به این حقیقت تلخ متوجه ساخت که ایشان به اشتباه رفته اند, زیرا این حکومت و اداره فقط برای زور مندان و حلقات معین که از مراجع خاص درونی و بیرونی حمایه می شوند , تاسیس گردیده است و همین زور مندان جاهل , فاسد و ستمگر نه تنها اکتفا به موقف ها , پول های انگفت ننموده اند بلکه به شکل یک زنجیر مافیایی با همدیگر پیوند داشته و هر گاهی اشتباها از پوست های دولتی بر طرف گردند به دشمن تبدیل شده و چنان به تخریب دامن می زنند که کمتر از تخریبات مشرف نمی باشد , گویا می خواهند تا دم مرگ بر اریکه قدرت تکیه زده و قصر ها از رشوه و اختلاس اعمار نمایند و غافل ازین که محاسبه و عذابی نیز وجود دارد و قیامتی نیز هست .
بنا برین تمام عواملی که ذکر گردید اهم از داخلی و خارجی دست به دست هم داده دو باره کشور را با وجود موجودیت هزاران عسکر خارجی جهت تامین امنیت , به سرعت به صوب بی ثباتی و بد امنی می کشانند ووقایع اخیر بم گذاری ها , حملات مسلحانه نیرو های مخالف ,حملات انتحاری و حتی در بعضی مناطق حملات وسیع علیه نیرو های دولتی و ایتلاف به وضاحت بیانگر این حقیقت تلخ می باشد.
اتخاذ پالیسی های نا درست غیر دقیق و جانبدارانه رییس دولت و مشاورین خارجی نا دان وی و بخشیدن پوست های دولتی به زورمندان فاسد و جنایت کار و اقارب شان , عدم توجه به مسایل و مشکلات مردم خصوصا در ولایات روز به روز به شدت و سرعت این تغیر منفی می افزاید .

ولی چه باید کرد تا کشور را از سقوط به پرتگاه نابودی که این بار برگشتی از آن متصور نخواهد بود , نجات بخشید؟
بخوانید مخلصانه , دوستانه و دردمندانه نظر تان را ابراز نمایید و راه جلو گیری از نفوذ بیگانگان را در کشور جستجو نموده و در جهت ایجاد یک وحدت واقعی در بین مردم این سرزمین باید دوای این این درد را در همینجا جستجو کرد وآن ایجاد یک اداره سالم , دل سوز خدمت گذار , مجزا از بد ماشان زور گو ی و جنایتکاران شناخته شده در هردو جانب قضیه می باشد که آن به همت ما و شما افغان های دل سوز با وجدان , وطندوست و با دانش و مسلمان , که فقط هدف شان خدمت به وطن و مردم این خطه است می تواند راه حلی جستجو گردد .
که البته این مسولیت تمام افغان ها می باشد تا جهت ایجاد ادارات سالم , جوابگو و مسول و نجات وطن از سقوط به پرتگاه نا بودی به دست دشمنان این سرزمین دست به دست هم داده و سعی و کوشش مزید بنماییم و دولتمردان را متوجه اشتباهات شان ساخته و جهت ایجاد فضای صمیمیت و برادری در بین افغان ها کار شبا روزی بنماییم و خصوصا درین اواخر که دشمن شناخته شده و تاریخی این سرزمین یعنی همسایگان خاین ما دو باره علنا و عملا به تخریب وطن آغاز نموده اند , اولتر از همه به وحدت و دل سوزی
