Information please
My sister wants to come and visit me in Colorado she has lived in Montreal for the past 60 years and gets a pension from the state. But was told that she was not a resident and told her to update her British passport but she is married to a Canadian and she is a Canadian and wants to remain a Canadian but would like to visit me for a week but they will not issue her a passport. What can she do. Can you help please

I am getting married to a Canadian permanent resident and I am an American citizen. Can I move there before the marriage and what do I need to do in order to be able to do so?
