Dear Sir,
I have reason to believe that a convicted Philippine national has fled the Philippines prior to a Hold Departure Order being implemented, and is now residing in Canada, and entered there on a tourist visa. I would like to bring this fugitive to justice, and extradited back to the Philippines to face prosecution. Consequently, I would like to be put in touch with the proper Canadian governmental authorities in order to orchestrate this matter. I am an American citizen, but am presently residing in Bohol, Philippines while trying to resolve this matter...
