very bad number phone is not correct

I am in Cameroon , and I whish to be inform bout the Cameroon embassy singing documents that have been already legalized in Cameroon (schools certificate and police clearance ). This documents , so I which to no if the is any fee to pay and also how long can it take to be sign , also if i still need to seen my originals , because I will be sending this by dhl
