I lived-in Argentina, Chile, Costa Rica, Canada and yes the Belgian consulates are a disaster. But the one in Montreal beats everything. First at all, Dutch is not considered an official language. It's all Frensh or English. Most of the staff refuses to talk Dutch.
Then two years ago when I needed an official document for Belgium, the consulate send me twice to Vancouver ( 1400 $ later) but at the end I had to travel to Montreal for the document. It was the most expensive document ever, around 2300 $ for a paper of 40$. Did they apologize? No way. They are o so overworked that they don't have any time to apologize for their bad service.
People do laugh with Belgium and sometimes that hurts me. But if reality is based on the Montreal consulate, well yes, Belgian people are not very smart.
Please, can you improve the service. Considering how bad it is, an improvement can't be so difficult.
