Why the Belgium ambassy is not issuing visa in Liberia? We have our mom in Belgium trying to go to her but we had been told to visit la cote D'voire. Why not liberia?

After war there is no possibility of getting Belgium visa from Monrovia, Liberia. There is no Belgium Consulate/Embassay in Liberia. You can get the Visa either from Abidjan or Dakar.
