Hi. Once an Algerian is in Mexico with a tourist visa, can he come to you in Mexico to get a better visa if he becomes a student in Mexico, or if he is hired by a Mexican company? Instead of leaving the country to go to another Mexican consulate, can he just come to you, instead??
