Just wanted to follow-up on this and say that I finally got it. Finding the consulate in Dubai was very difficult as they've recently moved to a new location - all information was incorrect, except from the Uzbekistan embassy in Abu Dhabi.
Please note they NEVER pick up the phone-it's given.Just go by 7-8 there in the morning if you want to make sure to get into line as they work only for 2-3 hours.

Villa no 34
Open on Tuesdays, Thursdays and Sundays from 09-12. Be there early - preferably 08.30 - as lines are long and slow.

No worries about age limit for exit visa, this is how they try to scare people.Your wife just needs to find someone who can help her out with exit visa by giving bribe appr.100$ and everything should be fine.Nowadays, not everybody is taking money directly, people who are working in those positions are scared of loosing their position.

Eto deistvitel'no durdom. Uje 4 dnya podryad ya ne mogu dozvonitsya do konsul'stva. Tak po 181 mne dali absolyutno drugoi nomer po kotoromu toje nikto n otvechaet. Konsul'stvo nazyvaetsya :( Gde vse , neponyatno.....
