7. Interaction and assigning duties to immediate subordinate officers and Head of Clinical Departments so as to ensure smooth functioning of the hospital
8. Official spokesperson of the hospital
9. To institute an effective grievance redress system both for the employees and the patients.
10. The repository of the information pertaining to the hospital
11. To discharge legal responsibilities pertaining to the hospital
12. Any other responsibility given by GIAPHAM from time to time.

Question on WHO in Ukraine
To whom it may concern; I am a US citizen. I met an individual who says he works with the WHO, and is currently assigned to working in an orphanage in Kiev. He wants to marry me but his assignment was extended 9 mos. He asked me to write to the WHO for permission to come back to the states. They supposedly granted the leave, but are asking me to send $4300.00 to process the leave. I am in a dilemma. Is there any way for you to help me check this out? If this is a scam, it is very cruel and needs to be stopped. He says he can't access his own funds until he is back in the states.
I would appreciate any advice!

Volunteer for Srrvice at U.S. Embassy, Kiev
I'm a retired U.S. Army Officer. My wife is a Ukrainian citizen, has U.S. Green Card.. We live in Texas. Since retiring we have been traveling to Ukraine to help care for and visit her 85 year old mother in a village just South of Poltiva. We usually stay a month. However, since the fighting began last spring we'be not been to Ukraine. I was wondering if the Embassy would have a need for a volunteer with military, contra ting, property accountability, logistics experience for a month every 6 month's? My wife doesn't believe it would be wise for me to accompany her for a full month visit to her mother's village. I've enjoyed visiting Kiev, but would like to find something useful to do while staying in Kiev, waiting for her to return from the village. I won't let her make the entire trip alony security clearance should be not be an issue. V/ R

Again you lost. You puppet the Candyman, just can't do it as the original Candyman of The Candyman can... Remember? Only today the East Russian freedom fighters returned 1200 of Candyman's soldiers, killers of civilians and destroyers of everything; hospitals, airporst, apartments, schools etc etc. Imagine how superior they were over the ragtag army of your puppet. Of cours you would love to get involved, but you know what would happen. Just as NATO has their article 5, the Russia has their military doctrine, under which they would never TAKE A STEP BACK from the redline for NATO expansion, which is the western borders of all the former republics now independent but within Russian national interest. Also you know what kind of retaliation they would do, both locally and to mother countries of attackers. Have you explained this to your population or you only do the demonization of Russia as you always do about anyone you choose. It is time they know what is the risk of an advanture into Russian sacred soil or their national interest. Don't let them lose their "American dream" turned American nightmare for most. It is still better to alternative of your planned advanture taward Russian borders.
ps: It's high time you show some respect and start treating Russia as your equal, not some banana republic you used to manipulate and control. That is OVER.
