Until what date in December latest can I visit to request a Athletes Student"s Visa in Curacao at The US Embassy?

My husband and I will travel to few Country at the end of this April we need to get everything ready and my husband need to have his birth certificate with and apostille before we travel. Could you let me know the cost of the birth certificate and how can I do the whole process? We live in Florida USA and my husband was born in Curacao.. The 4 copies need to have the apostille in all the four copies.
I will need the address and phone number to contact someone in Curacao to start this process. Could you help us to have this requirement before our trip?

Buenas tardes, por favor quisiera me guiaran sobre como conseguir la cita para la renovacion de mi visa Americana, pues llevo una semana tratando de comunicarme al telefono 4613066 pero no es posible que alguien me conteste, ya llene el formulario DS-160, solo necesito que me guien para la cita. I was at the embassy on the 27 of july with my son and his step mother ask your security if she can enter with us she was granted permission . I have full custody of my son living with me 7 days a week I was ask who the child lived with I said with me the step mother lied and said the child lives with her on the week end and with me the mother in the week which is a lie a visa was granted to the step mother who is of no relation to my son does not even living with his father and don't have a child are you guys policy is to separate families she did not and has no proof if her living with my son I was treat and judge unfairly and the lady who lies to you mrs corine martis this woman you gives a visa to go to america with my child life is very unfair I am married with my husband with three kids born here in Aruba work for my husband business now for 8 years have my own house fully paid for my car fully paid for running a successful business for my husband I well established in my community and I have never in my mind ever thought of going yo your country to run off or be illegal in another country my family was going on vacation to Miami and then return to our home here in Aruba where I'm proud to say I'm living my dreams the people who have been lying to you guys they are the ones getting and going to your country and never to returned I was told by the interview gentleman and for your information mam and for your time and for you to save your money don't even think to apply again for a visa I was in shock and speechless I became numb I was treated like a convict so I need to know what crimes have I comitted for me to deserve that treatment.

I need copies of my birth certificate, is is possible to order it online with my credit card, and have it posted to me in Dominica, west Indies. I am not in Curacoa now, but I need this certificate because of an application that I am working on.
