My son 15 years old . Egyptian . . He allready has a tourism visa since 2014 .
He visited the usa three times.
in sep 2016 he joined a school in graid 9 in USA . . He got the I20 form ,and he has paied the I-901 fee .
my question is :
what is the next step to have a study visa in stead the tourism visa ?
can he take his study visa during his stay in the US ? or he should ask for an apointment at the USA Embassy in Cairo ?
If he can proceed the study visa in the usa will be great , in stead of traveling back to Cairo .
please advice.

I have been to the US embassy tow time's first time in 2015 and second time it was 2016 the consuler have been refuseing me of geting the Visa and i have my i20 with me and the service feel. MY DEAR CONSULATE,
I CAME TO EGYPT FROM SEPT. 12, 2015 THROUGH OCT 3,2015. SINCE I WAS A CHILD, I ALWAYS FELT I SHOULD HAVE BEEN BORN IN EGYPT. NOW, I KNOW I WAS RIGHT. I FELL MADLY IN LOVE WITH EGYPT, BUT IT IS THE PEOPLE, WHICH ARE ITS TREASURE. THEY WERE ALL SO WARM AND WELCOMING. I WAS INVITED TO COME AND STAY IN SO MANY HOMES, BUT COULD NOT, DUE TO MY SCHEDULE. A THIRD OF MY VISIT HOWEVER, WAS SPENT WITH A FAMILY I HAVE KNOWN FOR WELL OVER 10 YEARS, AND NOW, CALL MY FAMILY. MY BROTHER MAHMOUD AWAD IS TRYING TO COME VISIT ME AND I HAVE TRIED TO SEND HIM MY SIGNED INVITATION, HOWEVER, IT SEEMS TO GET LOST IN THE MAIL. IT IS VERY VERY EXPENSIVE TO SEND BY FEDX AND EVEN THEN IS NOT GUARANTEED. I WOULD LIKE TO KNOW IF I MIGHT FAX IT TO THE COUSULATE.
