State academy of phisical culture and sport (Baku, Azerbaijan),

I'm Varinder Singh from India and I still in baku . I also used to work with us army in afghnistan 2 and half years. And now I'm going to get residence here
I received master degree. But I cann't find any job in Azerbaijan because I am not wealthy and my country is not transparent. I want to go USA and

I want to know if its possibe to visit Baku and how do I go about getting a Visa. I have a great Grandfather buried there. He was Swedish born and worked on the Noble Brothers Shipping Line. The ship carried kerosene up and down the Volga River . He became ill and died in Baku. I have a picture of his gravestone with a very distintive statue of a church in the background. His name was Erik Rost.
I know there are a lot of cemetaries there but his is such a large stone . It has been a dream of mine to find and visit his grave.
