I am J-1 visa holder and Since last 10 months I am in the US. Do i need a Tuberculosis test to apply for UK visa? In case if don't need what other documents i need to submit as a proof?

I have a medical emergency and my Red passport book expired more than 6 months ago. If I fill out appropriate Emergency Travel Document and have my medical request form and all correct paperwork, will Cambridge issue my travel paperwork on the same day? I will call to set up appointment
