Hello,Am holding a Ghana Passport ,finding out about entry requirment.

I am a ugandan, and i have lost my passport, can the embassy help me to get a new one, and what are the requirements do i need to present?
I called your embasssy needing information for obtaining a work permit in Uganda. The information on the internet was not sufficient. Your receptionist was clueless and said the company has to organise it. I wasn't applying for the work permit but asking information. What are the roles of consulate if they can't even afford you information they should have on their fingerprints. Not even an effort made to obtain the information but plain ignorance, so unacceptable!!!
Is it possible for me to get a Ugandan Interpal while am in South Africa?
