Embassy of Thailand in Cairo

Applying for Tourist Visa while not being in home country
Ladies and Gentlemen,
basicly I am from Germany but I am right now in Egypt and I bought an one way ticket to Thailand. I was told that I might not be able to enter Thailand or even the airplane because I dont have a return ticket. I explained that I am traveling in South- East Asia by foot, train or bus and I am not sure when.
I want to know if I can apply now for a tourist visa here in Cairo? (keep in mind I am not Egyptian) If this is not the case, what else could I do? I dont have so much money to travel first flight to Germany to apply for a tourist visa. Also, I dont want to buy an expensive return ticket because I want to visit other countries like Maleysia, Combodia, etc.

i have two colombian friends , they are in Israel now and they can't get entry visa to thailand from there .. so the already bouth a flight tickets they will leave from Cairo airport ..

my question : in how many days the will get the visa from the thai embassy in cairo after making the application..

Requesting information for visa processing fee transfer from Ethiopia to Egypy.
Dear Sir/Madam,

I have got an invitation letter to participate on summer school program at Kasetsart University, Bangkok, Thailand from November 5- November 30, 2012. The university have written my invitation letter to Thailand Embassy, Cairo, Egypt.
My bank have requested me the following information in order to write a draft.
1) recipient name or organization. Could I say simply Thailand Embassy in Cairo or others else
2) your Bank name in Cairo. Or To what branch of bank could I order a draft cheque.
3) Through what method of money transfer? Money-Gram or Western Union or others necessary to transfer money for my visa processing fee.
4) Account number to which the draft is written to.

As soon as I will get your email response I immediately go to Commercial Bank of Ethiopia to transfer 70 USD from my Account in the form of draft cheque and I will put the cheque in the envelope according to your previous email.
I am rushing since the time I will fly from Addis Ababa, ethiopia to Bangkok, Thailand is on November 3, 2012. The ticket is already booked.
Thus, could you help me on how to start my visa application process, please?
