hello, my spanish passport is not expire d till july,i wanted to know if i could apply for the new one a few month before the experation date is up?

While traveling on freeway in rental car near Girona,a camera recorded my exceeding the speed limit. I have received notification by mail of the violation and fine.I need the notice translated so as to properly record my paying for the infraction.Please advise best remedy.

I was born in Madrid, Spain. I want to marry my girlfriend. U.S. law does not permit marriage between two women. However, Spanish law does recognize the union of two women. What can I do here in Miami to claim my civil right to marry a women?
