where can i apply for visa

true apologies for sush inconvinent way of contact , i am DR lamiaa abdallah , asisstant lecturer of clinical oncology Ain shams university ,EGYPT ,
I was invited for poster presentation BY EUROPEAN SOCIETY OF MEDCICAL ONCOLOGY (ESMO) CONGRESS that will be held in BARCELONA , SPAIN FROM 29TH JUNE TILL 2ND JULY 2016 , i applied for visa at vfs global center , cairo , egypt on 31st of may and it has ben 22 days since then and no responce generated as regard my passport status while my colleagues who applied had their passports delivered .
i will be grateful for anyfeedback as regard my passport processing status and any reasons for such delay any further documents required ,as my travelling date will be 28th of june and if i didnt show for my poster presentation or find a substitute as early as possible strict policy for this confrence implies that i might be detained from any further publications for 2 years , kindly find my application data below

I have admitted for visa and granted it and found another wrong
Visa on my passport I have called Visa section and advised me to

After calling embassy , I were advised to sent am email to Mr.Consul to got
A reply on such fool mistake that can cause me a probem in other airports
Who is this guy on mypassport though cancelled by red but still annoying me and my
Husband as it never happened before with any embassy especially my passport
Is full with bulk of visas.
I have sent the Consul an email dated 11/4/16 with noreply
Re send another one today and suppose to reply at least by any responsible
Employee in embassy at least an apology for such error that never experienced before
On passports not whote paper or is it normal to print wrong visas!!!!
Am travelling early morning to other Country non EU hopefully
Not to be bothered in air port by such silly mistake from a big Embassy in EU like Spain

Applied for a visa to travel to Spain in order to attend the annual conference ( WEM – Barcelona 2015 ) of our company ( Sinclair Pharma ) from 10.01.2015 to 04.10.2015), where we are the exclusive agent in Egypt and we provide all documents needed:
• Invitation Letter from Sinclair Company (attached Copy)
• Hotel Accommodation in Spain (attached Copy)
• flight ticket
• bank statement
• visa application
• 2 photographic Photos
• travel Insurance to the European Union
• Legalized Certificate movements (outgoing in the interest of the Passport and Immigration Department)
And we make a full payment of fees and took fingerprint .

On Thursday, 17/09/2015 we received phone call from VFS. Global office stating that there are two letters with our names and we have to go to pick our own passports and sign the letters. We went on Sunday 20/09/2015 and we know that our visa application was rejected (attached copy of the letter).
So we kindly request you to brief us the reason of rejection where it is not clear to us by VFS. Global and also the possibility of obtaining a visa with the knowledge that the conference will begin on 02/10/2015
