Serious concerns for tourists in CHITA and Manzhouli , RUSSIA
On the question of my safety in Russia as a RSA tourist.

To the Ambassador of South Africa in Moscow, Federation of Russia.

Dear Sir, Comrade Ambassador,

BACKGROUND.
My name is (Mr) Fakier Jessa (Passport Number 470716829), resident in Cape Town, 1 Chamberlain Street, Woodstock, 7925.
Contact of Cape Town family is Mr Sirhan Jessa (072 242 3312) and Mr Zuben Jessa (076 5922 786).
I have been travelling in Russia, (Trans Manchurian route) since 01 07 12. My Visa to enter Russia expires on 30 July 2012.

THE INCIDENT
I arrived at the CHITA central train station, from Ulaan Ude on 23 JULY 2012 at about 21.45 Moscow time.
At about 22.10 (Moscow Time) about three men entered the waiting room. There were security guards and CCTV camaras in t rhe waiting room. The men (Russian) were dresses in plain clothes and demanded in a very stern manner that all those travelling to China must accompany them as they were from 'customs'. They shouted.."customs..customs...customs"...Some people who looked Chinese left the waiting room as these men requested. Since I was going to China and still had to buy a train ticket to Manzhouli, and since I thought they were
plain clothes men from 'Customs' I too left the waiting room. The men escorted us to a waiting combi parked outside near the station toilet and demanded "Roubles". My bag was chucked at the back of the combi and I was told where to sit.. in the front seat of the combi.

In the combi was Chinese looking people, old men and women and children. When I saw in the rear view mirror that the Russian guy was collecting money , shouting "rouble.. rouble " I got out of the combi , went to the back of the van, grabbed my bag and ran to the station waiting room. It was raining quite hard and I was already soaked..... I realised that it was a fraudulent scam of extortion.

When I got to the waiting room I demanded from the security guards police protection... There was only one policeman on duty.

My assumptions
(i) that the security guards at the railway station in CHITA had knowledge of what was going on and did nothing to protect innocent people.
(ii) that the security guards (and station officials) were intimidated by the extortionists and therefore will do nothing.
(iii) that the incident is common and happens repeatedly and is therefore a matter for foreign Consulates to address
(iv) My safety is at stake as I am traveling to Manzhouli on 26 July 2012 at 14.00 Moscow time. There is a chance that these men can strike again at people leaving for Manzhouli from CHITA. My personal safety and security as a tourist is at stake.

My request
My request is that the RSA Embassy alert Russian police and Russian Customs about this matter so as to ensure the safe passage of RSA tourists (referring to myself in this case), i.e., In CHITA , on the train , and in Manzhouli.

I thank you.
South African comrade
Fakier JESSA
