To get romanian visa first need invitation letter from romanian cityzen or romanian company and with this invitation can apply for visa

Can you pleas send me a reply to this e mail just to know. That Romanian embasy is active , I have been trying to contact the embasy in Dubai, abodhabi, Riyadh , I have been talking to answering machine most of the time, and never got anywhere . I am a GCC national citizen . My requirement for the Romania visa is vist for 10 days . Many thanks looking for your reply .
