55.When we got to OWWA, there was an ongoing ballroom dancing. We were
asked who we were looking for. The taxi driver was making a call to
Mr. Sam in order to ask who we would look for but he was not yet
responding. We waited for two hours.

56.After two hours (or about 9:00 at night of November 3, 2006), one
Sir Levi arrived at the OWWA from the embassy. He led me to a quarter
that they call "shelter" inside the OWWA. I saw many (about 30)
Filipino women inside the quarter. I later learned that the women
there were also raped and/or maltreated by their employees. Mr. Levi
told someone to lend me clothes.

57.Before I was led to the quarter, I asked Sir Levi to take me to the
hospital because I bled. He told me to just wait for one Ma'am Ferida.
Ma'am Ferida arrived at about midnight. One Filipino woman who stood
as the leader of the women in the "shelter" informed Ma'am Ferida that
I had fever and that she gave me one tablet of Panadol.

58.Ma'am Ferida confiscated my cell phone and told me that cell phones
are not allowed inside the "shelter". So I gave it to her.

59.On the night of November 3, Connie Sison's group also proceeded to
OWWA from the embassy. Sir Levi told the leader to hide those who
needed to be hid including myself because I did not look good and I
was hysterical. Out of the 30 plus women, only 15 were presented to
Connie Sison's group. I later learned that they were introduced as
Filipinos studying computer inside the OWWA.

60.On November 4, 2006, they woke the women up early because Connie
Sison and company would again arrive to say goodbye. I, however, was
kept inside as I was still hysterical.

61.I stayed in OWWA the whole day of November 4, 2006. We were fed
"lugaw". No one counseled me. I was not checked up or brought to the
hospital.

62.On the night of November 4, 2006, Ma'am Ferida without first
talking to me or asking me, called my employer. She then called me and
told me that she was able to talk to my employer. I was very
surprised. Ma'am Ferida discouraged me from filing a case against my
employer because I have a husband and she said that the fact of rape
will no longer be obvious in the medical. She told me that my employer
would come the following day and she urged me to settle with him.

63.At about 8:00 in the morning the following day, November 5, 2006,
my employer came. He was first attended to by Sir Levi. He was asked
if I was his employee. They were later joined by Ma'am Ferida. They
then invited me to sit down with them inside Ma'am Ferida and Sir
Levi's office. The door of the office was left open.

64.I was angry at the sight of my employer-rapist. But I could not do
anything because Ma'am Ferida and Sir Levi facilitated the
negotiation. I was asked not to file charges against my employer. In
return, my employer would give me my five (5) months salary, a plane
ticket to the Philippines as well as return my personal belongings
that I left at their house when I escaped. I was made to write and
sign a waiver which I worded as follows: "I will not file charges
against my employer, the rape case, although it happened." After
handing the waiver to Ma'am Ferida, I was made to go back to the "shelter"

65.In the morning of November 6, Sir Levi called me and gave me a
plane ticket. I asked him about my personal belongings and the agreed
5 months salary that my employer would return. He said my employer
only gave the ticket. I insisted, at the very least, on my things, but
he said "Mamili ka. Uuwi ka or made-deport ka? Basta's kailangan ko ng
sagot mo hanggang 3:00 dahil alis tayo ng 3:30." I cried and demanded
for my things but he said "Wala akong magagawa." I had no choice but
to agree.

66.Sir Levi and I left OWWA for the airport at 3:30 in the afternoon.
But before leaving, I got my mobile phone that was earlier confiscated
by Ma'am Ferida. Ma'am Ferida told me to just get the medical and see
a doctor in the Philippines.

67.I was penniless. I was not even given any money for snacks or any
emergency.

68.At about 6:00 p.m., I boarded the plane for the Philippines. I
arrived in the Philippines in November 7, 2006 where I was brought to
hospitals by my family. Not one from OWWA of the Department of Foreign
Affairs assisted me in the Philippines.

69.I am executing this affidavit to attest to the truth of the
foregoing and for whatever legal purpose it may serve.

RESOLUTION
DIRECTING THE COMMITTEES ON OVERSEAS WORKERS AFFAIRS AND FOREIGN
AFFAIRS TO CONDUCT AN IMMEDIATE AND THOROUGH INVESTIGATION, IN AID OF
LEGISLATION, INTO THE REPORTED RAPE OF TWO FILIPINA DOMESTIC HELPERS
IN QATAR AND THE APPARENT NEGLIGENCE AND FAILURE OF THE PHILIPPINE
EMBASSY AND OVERSEAS WORKERS WELFARE ADMINISTRATION (OWWA) TO EXTEND
SUPPORT TO THE VICTIMS AS WELL AS THE SEEMING CONTINUOUS INACTION OVER
OTHER PENDING CASES OF RAPE, SEXUAL ABUSE AND MALTREATMENT AGAINST
FILIPINA DOMESTIC HELPERS TEMPORARILY HOUSED IN THE OWWA CENTERS IN
QATAR AND OTHER COUNTRIES AND RECOMMEND MEASURES THEREOF

WHEREAS, sometime in May 2005, Grace, a graduate of the Philippine
Women's University and a former Guidance Counselor at the same
university, read the advertisement of Jinhel International Recruitment
Agency for job placements in countries in the Middle East. Thinking
that by applying for a job in Qatar, she will be able to visit her
father who suffered a stroke in Oman, she applied for job placement as
domestic helper at the said recruitment agency;

WHEREAS, Jinhel, through Haja Fatima Umpar, facilitated her papers
and medical examinations going to Qatar and told Grace that she will
receive a monthly salary of QR700;

WHEREAS, on June 7, 2006, Grace left for Qatar even without legal
working papers, yet. She arrived in Qatar on June 8 and was met by a
person from Al Waleed Agency - Jinhel's Qatari counterpart agency;

WHEREAS, In Qatar, Grace was asked by Al Waleed Agency to sign a
contract with a monthly salary of QR600 and was brought to her
employer, Dr. Abdul Aziz Al Jumiah, who is a Saudi national and a
surgeon at the AL Ramelah Hamad Hospital in Qatar;

WHEREAS, Grace was maltreated by her female employer, made to clean a
2-storey, six-bedroom house with five comfort rooms and a garden, and
tend to a five-year-old child. She worked from 5 o'clock in the
morning until about 1 o'clock to 2 o'clock the next day and was not
given any day-off;

WHEREAS, on November 03, 2006, Grace was raped by her male employer.
She bled and was only able to escape on the same day through the aid
of the helper of their neighbor;

WHEREAS, Grace, bleeding profusely, was able to escape and ran for
help to the Philippine Embassy with the aid of a taxi driver who
brought her to the embassy but was told by a staff to go to OWWA
instead because at that time they were having a party;

WHEREAS, at the OWWA Center, Grace waited for two hours before she
was attended to by a staff of OWWA because the OWWA at that time was
having a ballroom dancing session. Grace asked the OWWA staffs to
bring her immediately to the hospital for check up but the OWWA did
not heed her call instead she was taken in to the OWWA center and was
just given a paracetamol;

WHEREAS, at the OWWA center, she met Mercy who was also raped by the
owner of her agency in Qatar and who ran to the OWWA center earlier
than Grace also on November 3;

WHEREAS, both Grace and Mercy earlier pleaded for help from the
Philippine Embassy several times but apparently their calls fell on
deaf ears;

WHEREAS, both women, while in Qatar, were apparently discouraged from
filing charges against their perpetrators and instead were advised to
go back to the Philippines;

WHEREAS, both women arrived in the Philippines on the same day but on
separate flights on November 7 with no one from the OWWA office to
meet and help them;

WHEREAS, there are about 30 women OFWs in similar situation housed in
the OWWA Center in Qatar and whose cases need to be immediately
addressed;

WHEREAS, there were earlier reports of women OFWs who were raped and
maltreated in Kuwait, Riyadh, and other countries in the Middle East;

WHEREAS, one of the major foreign policy thrusts of the government is
the protection and promotion of the welfare of Filipinos through
assistance to nationals abroad and effective delivery of consular
services;

WHEREAS, Section 2 (b) of the Migrant Workers and Overseas Filipinos
Act of 1995 provides that the "State shall afford full protection to
labor, local and overseas, organized and unorganized, and promote full
employment and equality of employment opportunities for all. Towards
this end, the State shall provide adequate and timely social, economic
and legal services to Filipino migrant workers;"

WHEREAS, there is an apparent disregard if not outright violation by
our Embassy and OWWA officials and personnel of the said provision
with regard rape, sexual abuse and maltreatment of our women OFWs;

NOW THEREFORE, BE IT RESOLVED, that the House of Representatives
Committees on Overseas Workers Affairs and Foreign Affairs to conduct
an immediate and thorough investigation, in aid of legislation, into
the reported rape of two Filipina domestic helpers in Qatar and the
apparent negligence and failure of the Philippine Embassy and Overseas
Workers Welfare Administration (OWWA) to extend support to the victims
as well as the seeming continuous inaction over other pending cases of
rape, sexual abuse and maltreatment against Filipina domestic helpers
temporarily housed in the OWWA centers in Qatar and other countries
and recommend measures thereof.

AFFIDAVIT

I, Anna Grace G. Vasquez, Filipino, married, residing at San Jose,
Batangas, after having been duly sworn to in accordance with law,
hereby depose and state that:

1.I am a Psychology graduate from the Philippine Women's University
(PWU). After graduation, I worked as a Guidance Counselor at PWU for
more than seven (7) years. From 2004 to September 2005, I also worked
as a Guidance Counselor Systems Plus Computer College in Caloocan City.

2.Sometime in April 2005, my father suffered a second stroke and was
unable to work since then. I wanted to be able to work in Oman in
order to care and provide for my parents as I did not want them to
return to the Philippines. This prompted me to seek for any job
placement for Oman.

3.Sometime in May 2005, I read Jinhel International Recruitment
Agency's (hereinafter, "Jinhel") Manila Bulletin advertisement for job
placements in countries in the Middle East. I immediately placed a
call in the telephone number contained in the ad.

4.My telephone call was answered by one Haja Fatima Umpar
(hereinafter, "Haja Fatima"). She asked me to go to their office
located at the back of Ambassador Hotel in Malate. At Jinhel's office,
I was able to speak with Haja Fatima. She interviewed me and asked me
to fill-up an application form. She told me to just wait for her call.

5.After three (3) days, one Jasmin (who I later learned to be a
daughter of Haja Fatima) from Jinhel called advising me to come for a
medical exam.

6.After one week, I went to Jinhel's office and paid P3,000.00 for my
medical exam.

7.After the medical, I waited for Jinhel's call which only came
sometime in September 2005. Haja Fatima informed me that there was an
opening in Qatar. She urged me to take it as it Qatar is not very far
from Oman. I was also told that it would take a while for me to get an
opening in Oman.

8.I was assured of a job placement in Qatar so I decided to resign
from my work as Guidance Counselor in Systems Plus Computer College in
Caloocan City.

9.Then I started to prepare my papers for the work in Qatar with the
help and upon the advice of Haja Fatima.

10.I was advised to have another medical as my previous medical had
lapsed. Again, I went L-R Medical & X-ray Clinic. I paid P2,730.00.
Attached is a copy of L-R Medical & X-ray Clinic's official receipt
darted December 29, 2005 as Annex "A".

11.I followed up my application with Jinhel as I was previously
assured that I would be deployed soon but I was told to wait. Since I
have already resigned from my job from September 2005, I decided to
also apply through other agencies.

12.Then Jinhel called in March 2006. I was told to prepare as I was
sure to be sent for work in Qatar.

13.I paid Jinhel Five Thousand Pesos (P5,000.00) to Haja Fatima as
payment, she said, for her services.

14.Jinhel and I agreed on the following terms of my employment in
Qatar: monthly salary of QD700; work is to take care of a five
(5)-year old child; the first two (2) months' salary will go to Jinhel
as its commission.

15.I asked for a written and signed copy of my employment contract
with Jinhel but Jinhel told me that I would be furnished a copy of the
contract when I arrive in Qatar. I also asked about my Pre-Departure
Orientation Seminar (PDOS) and other POEA requirements, but Jinhel
insisted that they were no longer needed.

16.Jinhel advised me that I was scheduled to leave for Qatar on June
7, 2006. I was instructed to meet Nelia, the one assigned by Jinhel to
secure our plane tickets, at Jollibee Baclaran. At Jollibee Baclaran,
I also met two (2) other applicants whose first names only I know as
Geraldine and Sheryl. We were all chance passengers for that day.

17.At the airport, I and my two companions (who are they? Did you take
the same flight?) were asked to present our PDOS certificate. We said
we did not undergo any, when suddenly, a man in barong approached the
person who was asking us. The man in barong said "Arbor yan, amin na
yang tatlong yan." After that, we were pulled out from the line and we
lined up somewhere.

18.Inside the immigration, we were asked to pay One Thousand Five
Hundred Pesos each (P1,500.00) each, unreceipted. We were previously
advised by Nelia to prepare the said amount.

19.On the same day or on June 7, 2006, I was able to leave for Qatar.
Attached is a copy of my passport as an integral part of this
Affidavit marked as Annex "B".

20.I arrived in Qatar on June 8, 2006. At the airport, I was met by
Faruq, a Pakistani National who introduced himself to be from Al
Waleed Agency - Jinhel's Qatari counterpart agency. Faruq asked me to
sign a contract with the following terms: monthly salary of QR600;
work is all-around with no day-off. I asked why there was a variation
of the terms from what I have agreed with Jinhel. I was told that the
QR100 being deducted from my monthly salary will go to Jinhel and that
I have no choice but to work as an all-around domestic helper.

21.Mr. Faruq brought me to my employer, Dr. Abdul Aziz Al Jumiah
(hereinafter, "Dr. Abdul Aziz"). I came to know that Dr. Abdul Aziz is
a Saudi National and a surgeon at the AL Ramelah Hamad Hospital. His
wife was then pregnant and they had a five (5)-year old son.

22.My employers' house is located inside a gated subdivision. It is a
two-storey, six-bedroom house with five comfort rooms and a garden. My
work, they explained, was to clean the whole house, tend the garden,
clean their two cars and care for their 5-year old son contrary to
what was agreed upon with my agency in Manila. As earlier mentioned, I
was told and I agreed that I would only be taking care of one 5-year
old child.

23.I worked from 5:00 in the morning until about 1:00 or 2:00 the next
morning as I was not allowed to sleep while my employers' child was
up. And since the child was asleep most of the time during the day, he
usually went to bed past midnight.

24.I was not allowed to go out on my own and I was not given any day-off.

25.Within a week's time, Mrs. Abdul Aziz (I only know her as Madam
Dina) started to maltreat me. Mrs. Abdul Aziz was very strict and very
sensitive to dirt. Whenever she was not satisfied with my cleaning,
she would pull my hair and would order to do the cleaning all over
again. The house had big windows that I had to climb each time.

26.One time, I unintentionally overcooked the bread I was cooking. For
this, she slapped me. I then started calling my family and told them
that I wanted to go home without specifying any reason why I wanted to
go home. For this, they thought that I was just feeling homesick.

27.On the second or third week, my ward, Faisal, hit me with the
telephone apparatus. Prior to that, I was instructed not to take
telephone calls. However, one day, the phone rang and it was picked up
by my ward. But since he could not answer the phone well, I was
prompted to take the phone from him. In return, he hit me with the
phone. It made me cry because he hit it too hard that it really hurt.
Mrs. Abdul Aziz who was then upstairs, came down and heard that her
son was crying. For this, she accused me of hurting her son. She hurt
me, pulled my hair and said: "I will put you in jail!".

28.One time, they brought me along to a mall. At the mall, a fellow
Filipina saw the "bukol" in my head. She gave me telephone numbers at
the Philippine Embassy and OWWA's, should I decide to run away from my
employers.

29.Sometime in June (after about 2 week-stay in Qatar), I called the
Philippine Embassy and I was able to talk to one Mr. Jack. I told him
about my situation but, in return, he coldly told me: "Hindi pa naman
grabe ang nangyayari sa yo. Tapusin mo na yang 2 years mo." He also
gave me Overseas Workers Welfare Administration's (OWWA) telephone
number.

30.In the last week of June, I called OWWA and talked to one Mr. Sam
to whom I repeated my story. He told me: "Tumakas ka na kung ayaw mo
na. Lumabas ka at sumakay sa taxi." I told him that I could not leave
on my own as my employers' doors and gates are always locked and that
the house is located in a gated subdivision. I also told him that I
had no money and I knew nothing and nobody in Qatar. I pleaded for him
to rescue me but he told me that OWWA does not do it (rescue).

31.After about one month's stay with my employers, I decided to talk
to them about my complaints on contract modifications and on the way I
was being treated. In response, Dr. Abdul Aziz brought me to Al
Waleed's (my agency) office. At Al Waleed, I was immediately brought
inside Al Faruq's office.

32.Faruq then hit me in the face, got a knife and cut me thrice just
above my left wrist. This, he said, was to remind me so that I would
not again think of leaving my employers. At Al Waleed's office, I saw
many other Filipino women bearing scars of 3 similar cuts in their
hands as well as women who had bruises.

33.I was made to stay at Al Waleed's for one day without food. Then
Faruq telephoned my employer and my employer fetched me from the agency.

34.When I got back to my employers' house, Mrs. Abdul Aziz again
maltreated me.

35.On July 10, 2006, I was brought along by Madam Dina to Syria. Madam
Dina is a Syrian. In Syria, I was borrowed by Madam Dina's 3 siblings
to clean their houses. I was also overworked and exploited in Syria
for the whole duration of our stay from July 10, 2006 to September 10,
2006. Please see Annex "B".

36.On September 7, 2006 which was the third month of working for my
employers, I asked for my salary. We were then still in Syria. Madam
Dina told me that I would get my salary when we get back to Qatar.

37.When we got back to Qatar on September 10. 2006, I again asked for
my salary. I even reasoned that I badly needed the money because one
of my family members was ill. I was told to wait until October.

38.About a week after Madam Dina, the child and I got back in Qatar,
Dr. Abdul Aziz asked me to massage his whole body in a guestroom. I
protested by saying that it was not part of my job but he insisted
that it was. Thereafter, he asked me to massage him almost everyday
before I slept.

39.Then he started to sexually harass me by making his hands
"accidentally" touch my body while I was massaging him.

40.On 14 September 2006, I was at the kitchen while Madam Dina was
upstairs taking a bath, when Dr. Abdul Aziz arrived from the office.
He suddenly embraced me and touched my breasts. I pushed him and told
him that I would report to his wife. He just gave me a devil's grin.
When Madam Dina came down, I told her about what her husband did to
me. But Madam Dina slapped me and blamed me for what had happened. She
accused me of showing motive to her husband and threatened me by
saying "If you show motive again, I will kill you!" I remember the
date because I wrote it in my calendar.

41.On the same day of September 14, 2006, Dr. Abdul Aziz asked for the
key in my room. He ordered me not to lock my room from then on. I
became so scared that I started to use the table in my room to block
the door. I also kept a knife in my room. At that time, I knew that
Dr. Abdul had an ill intention on me but there was nothing I could do.

42.On the third week of September, I again called OWWA. I told them
about the harassment but I was given the same advice - to run away! I
again requested that I be fetched or rescued but I was given the same
answer - that OWWA does not rescue workers.

43.I thought of escaping but the doors were all locked and the gate
was very high. In addition, I did not know a friend or compatriot who
could help me.

44.We were not allowed to have a mobile phone in our employers' house.
Mobile phones are confiscated at the agency, but I hid my phone and
was able to bring it in my employers' house. I was given a Qatari sim
card by "Lorna", our neighbor's helper who happens to be a Filipina
also. In the very few instances that Lorna and I saw each other while
I was tending the garden, Lorna was able to give me the Qatari sim
card as well as share with me the fact that I was the fifth helper she
has seen so far in my employers' house. I sought help from Lorna but
she too was scared as she did not want to get involved and lose her
employment.

45.At around midnight on 02 November 2006, Madam Dina gave birth. He
was brought to the hospital by Dr. Abdul Aziz. At about past 4:00 in
the morning of 03 November 2006, I heard Dr. Abdul Aziz' car arrive. I
was then taking a shower. I got out of the bathroom. I just finished
putting on my uniform when Dr. Abdul Aziz banged the door in my room.
I was so shocked. Then Dr. Abdul Aziz immediately twisted my hands,
laid me on the bed and tied my two hands on the bed using some cloth.
He forcibly tore my clothes then raped me.

46.I pleaded and begged him not to do it. It hurt. I felt that his
penis was so big and I almost lost consciousness. He did a withdrawal
and sprayed his sperms on my chest. After that, he untied me. Then I
saw that I was bleeding. I was so weak and almost went blank. I
thought of the knife but I could not think or move. Dr. Abdul Aziz is
a big man, bigger than Jimmy Santos. He warned me not to run away as
he would kill me. He said he could kill me in his house without anyone
knowing. He also threatened me not to tell anyone about what had
happened.

47.After what he did, I even saw him pray the Muslim prayer. Then I
heard his car leave. I checked if he left any door unlocked. All
doors/gates were locked. I was still bleeding.

48.At about 7:00 or 8:00 in the morning, I saw the window in my
comfort room. I jumped out of that window. Luckily, Lorna was then
working in our neighbor's garden. She told me to look for chairs I can
step on. As I was jumping to our neighbor's garden, Lorna saw that I
was bleeding.

49.Lorna let me out of her employer's yard through their gate. But
there were guards and so Lorna hid me behind a tree. We had to wait
until the next prayer time at 11:00 in the morning. When she saw the
guards entered their prayer house, Lorna advised me to run. She could
not go with me because her employers would look for her. She also did
not want to get involved.

50.I then ran. But since my employers' house is located far from the
gate, I had to walk and run a considerable distance. Moreover, the
gate were I exited was not frequented by cars and taxis and so I
waited for some time until a taxi passed. I hailed the taxi. I saw
that it had passengers but I later learned that the taxi driver, a
Filipino, saw me bleeding and so he stopped the taxi. The driver
talked to his passengers and requested their permission to take me in
to which the passengers acceded. The taxi driver explained that he
needed to first bring his passengers to their destination and so he
asked me if I could still hold and bear since he saw me bleeding. I
said, yes.

51.From the taxi, the driver placed call to the Philippine Embassy. He
was able to talk to Mr. Sam who happened to be at the embassy. Mr. Sam
advised him to take me to the embassy.

52.We got to the Philippine Embassy at around 4:30 in the afternoon.
The embassy was more than an hour drive away from where the two
passengers got off.

53.When we arrived at the embassy, there was a party which I later
learned was a party for Connie Sison and TJ Manotoc for their Kwentong
Disyerto. There were media people at the embassy. The driver called
Mr. Sam to inform him that we were already outside the embassy. Mr.
Sam got out and even saw the blood on my body. He did not invite us
in. He just told the driver to proceed and take me to OWWA. The driver
even repeated that I was bleeding but Mr. Sam insisted that I be taken
to OWWA.

54.On our way to OWWA, I asked the taxi driver if he could take me to
a hospital but he said that he would take me to OWWA because he did
not know where else to bring me and it was also the advice of Mr. Sam.

55.When we got to OWWA, there was an ongoing ballroom dancing. We were
asked who we were looking for. The taxi driver was making a call to
Mr. Sam in order to ask who
