Waiver
My brother and myself are here in Guam trying to go to Manila. He was not flagged in the states that a requirement of the Philippines is that your passport has to be within 6 months of not being expired. He couldn't get on the flight. We need to go to Manila to bury our mother who died in the states. Her remains are inbound to Manila via cargo. Is there a waiver for humanitarian reasons, how could he obtain a passport the same day?
