i want to know if it is necessary id card for renew of passport , if it is then which documents are required for an new id card for first time.. i am 20 and i don't have id card yet and my passport is expire too...

You should have explain about your status and whose passport you want to make then any one may be able to give information.you can also collect information by making a phone call to Rome embassy,which answers to calls while Milan consulate does not attend phone calls.
