Metal Corp Takes Over Sheba Steel



The state owned Ethiopian Metal Corporation has taken over Sheba Steel Mills Plc, a company owned by the Pakistani business group Mishkaat Holdings LLC. The steel factory had cut its production in the past nine months when the company’s management abruptly left the country.

Sheba Steel’s factory and its assets were frozen by the Ethiopian Revenue and Customs Authority (ERCA) for the past four months after the authority learned that the steel factory was halting production.

About a year ago, the federal authority had audited the company and accused them of allegedly evading taxes. ERCA demanded reparations worth approximately 100 million birr from the foreign based company for three years of tax evasion. While the company has not settled the amount, it is expected to pay over 70.7 million birr profit tax with interest. The balance which is close to 30 million birr is owed due to evasion from value added tax (VAT), according to ERCA.

The Pakistani steel firm is not only questioned by ERCA as other individuals and Ethiopian Electric Power Corporation (EEPCo) have also demanded millions of birr from the company.

Sheba Steel began its operations in Debrezeit (Bishoftu), 40 km east of Addis Ababa, in 2004 with an initial investment of 20 million birr. It was later investigated by the Federal Ethics and Anti-Corruption Commission (FEACC) and the Ethiopian Electric Power Corporation (EEPCo) on the suspicion of larceny.

EEPCo filed a lawsuit of over 65.3 million birr accusing them of stealing electricity by collaborating with its own staff; four EEPCo Bishoftu district technical employees. FEACC filed charges at the Federal High Court against six individuals that included EEPCo’s staff, but also Sheba Steel Mills’ owner Goliham Abase and Asheref Ali, part of the management of the company, who has left Ethiopia.

A few months ago despite the absence of the company officials, the Federal High Court ordered the steel factory to pay out 6.6 million birr to companies and individuals who worked with the factory. As of August 1st the Federal Hight Court has also ordered the state owned Ethiopian Metal Corporation to temporarily manage the Pakistani company to pay back owed taxes to the various contenders.

Based on this decision the Sheba steel factory will commence its production under Metal Corporation, which is the biggest metal enterprise in the country. They are expected to fill the large demand for metal coming from large federally funded projects such as the Renaissance Dam in the growth and transformation plan. Sheba Steel Mills Plc is said to have a potential annual production capacity of ten to twenty thousand tons of steels.

Recently, the court also decided to freeze the assets of Sheba Plastic Factory, a sister company of Sheba Steel, as the assets of the steel factory were being frozen by ERCA. Sheba Steel may not be able to cover the total debt of 100 million birr requested by ERCA, over 65 million birr by EEPCo and over 6 million birr by various individuals and companies.

Commencing production in 2004, Sheba Steel Mills Group now owns Sheba Plastic Industries at Kaliti, Sheba Cable & Wire Industries PLC, Sheba Gases PLC and Sheba Free Dispensary Medium Clinic.
