mother of French citizen to visit Den Haag

We (my husband and I) are French citizen, and are resident in Den Haag for the last two years

We would like the mother of my husband, who is Congolese living in Pointe-Noire, to come and visit us (we have two children), in The Nederland for the summer holidays

We made a Bewijs van garantstelling of particuliere logiesverstrekking, signed by Gemeente of S-GravenHage

With this certificate of sponsorship and all our proof of employment and salary, my mother in law asked for Schengen visa in the French Consulate of Pointe-Noire – However this visa was refused with the explanation that she has no income (she is retired) – and they did not take into consideration our sponsorship.

Would you be kind enough to recommend us on what she should do, and where she could apply directly to the Dutch Consulate authorities rather than going through the French Consulate authorities.
