I need to send a power of attorney to my brother in Lebanon. I have a lebanese carte identity, but I let my lebanese passport expired.

What do I need to do to get power of attorney ? We are seven people, and we all have expired Lebanese passport . Is this good to do power of attorney and what is the fee charged.
