Italian Police Clearance Certificate
Your dad must apply to the Italian community where he used to live (check on the internet for the details of the community and write them an email).
It costs +- €16 plus for the certificate and +- €3.90 international postage(he has to send two international postage orders, available from the post office in Spain) - exact price will give him the community in Italy.
Hope this will help :-)
