Visa Assistance in Vanimo to enter Jayapura

I'm emailing from Wewak (PNG). I wish to travel to Indonesia but don't have a passport.
Do I have to travel from Wewak to Vanimo to the Indonesian Embassy to obtain Indonesian Passport?

Indonesia Custom at Batas charging fees with no receipts
The consulate in Vanimo has to seriously advice Customs that thier officers are charging unessary fees to low income earners who goes to batas to get box of noodles and carton of drink to sell in thier street to sustain thier life with a extra kina in the pocket. Why do have to pay fees again for just buying a grass cutter and png again we charge me fee also. Arent you happy that we givim alot of kina for your indonesian products.
