I got offer from SEAWELD ENGINEERING LIMITED in Ghana and they told me as below.
" Kindly note that the $350 is for clearances as directed by the Ghana government which you have to pay. The Ghana government have made it compulsory that all foreign workers must have a valid job quota, tax etc to work in any oil installations in the country."
