Ask someone else
Last year I was stuck in Albania after my cash and credit card were stolen. I still had my ID card.
I asked at the embassy for help in form of about 300 EUR cash to pay my hostel and get a flight back home.
The answer I got: "You have to ask someone you know or relatives to help you, we cannot give you any money."
That was that.

In the end I asked the Albanian owner of the hostel were I stayed for money. He said if I couldn't find anyone else who could help me he would lend me the money in the evening.
Finally a great person from Australia, now living in Switzerland sent me money. I still haven't met him in person – we only know each other by a great internet project.
This tells something about the hospitality of German bureaucrats, Albanians and the rest of mankind.
