Impossible!!
I have been to the German Consulate once. The elder guard that you have seem to be so stiff that he would not understand things. To obtain an application for new passport one needs to make an appointment? This is silly. They say it is in the web..what if you do not have a computer?? Can the guard keep passport applications to give to individuals wanting/needing it since it appears that the consulate staff do not want to bothered. What is a consulate for if it can not help!!

German Passport needed for my German born son
I need to get my 17 year old son his German passport. He was born in Germany and has a German father. I already contacted the Portland embassy and I was told that because my son's father has a different last name than him, the process may be a little more complex. She recommended to call SF embassy which I have... many, many times and have never been able to get anyone on the phone! There also has been no opportunity to leave a message!
