Hello please. I am from Syria, resident in Germany, my wife and child living in Syria and have an interview at the German Embassy in Belarus Can they travel to Belarus to do this interview or there are conditions for the Syrians who want to travel to Belarus

I'm coming by this letter to ask please about transit visa , i want to visit my country that i didn't visit longtime ago .
I'm from Congo Brazzaville and i have residence permit form belarus , i need schegen visa before to go in my country but i need transit visa ,
