Sir
To get french nationality certificate, one should be born in France or french overseas department or territory (DOM TOM).. I presume that you were born in India after 1962. So you have to prove that at the time of your birth, your father or mother was French. The place of birth of your parents and year of birth and marriage of your father are not sufficient to study your case, If you are really interested, you please contact a french advocate with all relevant documents. Yours sincerely.

Sir/Madam
New Caledonie is a french overseas territory. If french knowledge is required for getting french visa, you can study conversation french in Alliance
francaise and produce the french study certificate. If you have sufficient english knowledge, you can try to get exemption. Yours sincerely

Sir/Madam
If your grand father was a renoncant, ie a person who renounced his personal law (hindu, nuslim etc...)
and opted to be governed by french law (code civil)as per decret dated 21.09.1881, then you will be able to ask for a certified true copy of your grand father's birth, For renoncants, the registers of birth, death and marriage were maintained in triplicate, one in the local Mairie, another in the concerned civil court's secretariat (greffe) and the third one in the central etat civil of Nantes. Yours sincerely

Sir.
Your details are insufficient, Any how I say that if your mother born in 1966 proves that either her father or mother was french at the time of her birth, she can claim for fr. natioality, If the case of your mother and that of her elder brothers are the same, she can repeat what they did. Yours sincerely
