If the French embassy is unable to handle visa applications I think they should get competent contractors to handle it.
Keeping people's passports for unnecessarily long periods of time can be seen to be fraudulent and shows that they either do not have the manpower to handle visa processing or someone somewhere just wants to recall your passport and apply again!
It is quite a shame!
