I'm currently in the hospital in cuba CIREN and have been here for the past 9 months in rehab for a stroke I need much more medical attention and was looking to get my residency and get married I need in formation on both

need to get past port back
i need to know how i go about getting my mother birth certificate she was born in cuba lives in jamaica from the age of 12. at one time she had one but now we cant find it . now an office in jamaica is holding on to my mother jamaica pass port saying its not her , that she needs proof thats its her . her mother and father is dead what can she do ?????? please help
