Need a Visa

Dear Burkina Faso consulate,
My partner and I are planning to travel to Israel on April 17th for about 4 days. I'm a UK citizen, so do not need a visa, but he is from Burkina Faso and therefore needs a visa before travel. We both live in London.
As the consulates are all currently closed he is not able to apply for a visa at present, and it seems they may not be open again for a while.
Do you have any idea whether visitors to Israel who would usually need visas in advance will be able to apply for their visas on arrival into the country, given the strike situation? I would appreciate any help/advice you are able to give.
