Dont try to go
i have been living more than 25 years, Azerbaijan is not advicable country to visit, there is no interest, no ficilities, totally bulshit country, you will spend your country's money in a country whom will take advantage of you and will not appriciate.
visa is more than 110$ per person, the actual price is 35 euro, more 70$ bribe (Reshve) to embassy because of novruz.
go turkey, or afganistan, or any where else than azerbaijan.
you can go and see.
